RE: Oppose the Village at Ruddy Creek annexation to City of Oroville and development
concerns.
Dear Councilors and Board of Supervisors,
I feel that the proposed housing development is being rushed through by the Oroville
Planning Commission, due to the amount of opposition previously heard at the Butte
County Planning Commission on separate occasions.
Although the new engineering appears to adequate, the community feels it would like
more of a voice in the development of the drainage plan. The Ruddy Creek drainage is
in a recognized flooding zone and the downstream channel is not adequate to receive
ANY added drainage.
The properties I have seen are regularly flooded and the properties on the south side of
Hwy 162 are showing problems with drainage and need culverts and other drainage
retention ponds to be reinspected for visible flood damages. The bridge at Biggs Avenue
crossing needs inspection, too, frequently rising rapidly to near over-topping.
Additionally, this is a Rural Residential area, the cross streets are not wide, with no
sidewalks. In my opinion, the added traffic will adversely affect the whole area. I doubt
the ability of the Thermalito Water and Sewer District to continue to meet the demand
on their sewer system. In the two years I have lived here, I have received a letter each
year about checking the sewer lines for leaks and checking from the houses to the main
line. two line leaks were patched in front of my home, which left asphalt patches in the
road. We have had our water treated for bacteria, and letters sent regarding the
problem. It is not fun drinking water that is being dosed so high that you can smell the
chlorine in it.
I can see no benefit to City of Oroville for annexation of this territory, other than the
deterrent.
I moved here to remain in a rural residential community and hope to remain in the Butte
County unincorporated area.
