Wildfire Resilience A coalition has formed to urge Governor Newsom and the Legislature to make changes in state regulation to promote forest resiliency. They have submitted a letter to the Governor asking for $1.5 billion in the proposed 2021-22 state budget for landscape health, wildfire risk reduction, and other critical community wildfire preparedness activities. You may view a press release here and the letter here. 2021 Omnibus Proposals Housing & Local Government Assembly legislative staff is requesting feedback for a ŷƚǒƭźƓŭ ƚƒƓźĬǒƭ Ĭźƌƌ. The purpose of omnibus bills is to incorporate non-controversial and non-policy changes to various committee-related statutes into one bill. Typically the Housing Omnibus Bill is a consensus measure, which means that if there is no consensus on a particular item, it cannot be included. NEWSOM, LEGISLATURE FOR “URGENT ACTION” ON WILDFIRES Request $1.5 Billion in Funding, Regulatory Changes to Battle Increasing Blazes SACRAMENTO –A new coalition of forestry, agricultural, business and environmental groups today called on Governor Gavin Newsom and the Legislature to provide stable and sustainable financial resources of more than $1.5 billion in the Governor’s upcoming budget designed to thwart wildfires that will provide multiple benefits to wildlife, water quality and security, as well as climate mitigation and resilience. The renewed push for action comes after California experienced more than 9,600 fires in 2020, with more than 4.1 million total acres burned, 31 fatalities, and over 10,400 structures damaged or destroyed. “Our forests and watersheds are important to all Californians: they are the main source of our water supply, provide wildlife habitat and recreation, and support many good jobs in the forest industry. But past logging and a century of fire suppression has left our forests unnaturally dense and fire prone, and it will take a sustained effort by the state to restore more natural conditions,” Paul Mason, Vice President, Policy & Incentives Pacific Forestry Trust. “We must act boldly to reduce impacts from fires and help us safeguard our most critical water sources.” “I’m old enough to remember when controlled burns were an active tool we could use under the right conditions to reduce fuel loads,” noted cattleman David Daley, Chairman, California Cattle Council & CSU Chico Professor Emeritus. “We stopped doing prescribed fire to any significant degree beginning probably 30 years ago, and a big part of that is regulatory obstacles. It’s not just ranchers and other rural residents that suffer the consequences, though: it is the wildlife and the environment, whole communities, and the entire state. We need experts on the ground empowered to say ‘we can burn.’ We’ve simply got to reduce these fuel loads.” “"California needs to fund solutions to the wildfire crisis that reduce the risk to human communities while restoring balance to ecosystems,” said Nick Jensen, Lead Conservation Scientist, California Native Plant Society. “To be effective, these solutions need to be tailored to our state's diverse habitats, thus ensuring the long-term conservation of California's irreplaceable biodiversity." These groups, joined by nearly a dozen others including Defenders of Wildlife, Sierra Business Council, The Wine Institute, The Fire Restoration Group, and the California Wilderness to the Governor requesting what they called “urgent action.” Coalition, wrote a letter The group’s funding request includes: •$600 million for landscape-scale strategies for returning to a more natural, fire-resilient condition with investments in established programs for fuel reduction, forest thinning, and protection against loss of intact forests. This would include funding to CAL FIRE for the Forest Health grant program, Forest Legacy Program, Fire and Resource Assessment Program, and California Forest Improvement Program. It is important that a portion of this funding include work in oak woodlands to prevent the devastating fires California has seen in agricultural areas in recent years and to support vital biodiversity values. Additionally, we urge a sizable investment in the expansion of the use of prescribed fire to support partners and increase capacity, including funding for a collaborative tribal burning program that respects tribal sovereignty.After generations of suppressing cultural burning, it is long past time to partner_ with and learn from the tribes’ life experience and knowledge. •$900 million for fire prevention efforts to reduce the risk of wildfire to homes, commercial structures, and communities, increase workforce capacity for risk reduction activities in both the built environment and the forest, planning and actions to make communities in fire-prone regions more resilient, and mitigations to safeguard vulnerable populations. This would include investments in CALFIRE’s Fire Prevention grant program. California and Local Conservation Corps, California Community Colleges, and Department of Conservation for the Regional Forest and Fire Capacity Program, as well as funding for hardening of structures, defensible spaces, emergency shelters and alert systems. It would also include funding for community resilience including community infrastructure, risk reduction buffers, and protections for human health such as air filters and power backup. These measures are especially important for non-forested, high risk areas, where prescribed fire and other landscape intervention may not be viable options. In addition, the letter noted “we believe that there should be a discussion with the Legislature about how to improve coordination of the many fire prevention programs created or expanded in recent years, which span across multiple agencies and departments, to improve efficiencies and avoid redundancies. Palmer (916) 323-0648 SACRAMENTO increasedby 21,200between July 1, 2019 and July 1, 2020,to total 39.78million, according to official population estimates released today by the Department of Finance. This representsa growth rate of 0.05 percent, down from0.23percent for the prior 12 months another record low state population growth ratesince 1900. Since the April 2010 census, California's population has grown at an annualized rate of 0.64 percent.Reasons for the recent decline in population growth include fewer births, increased deaths associated with an aging populationand the COVID-19 pandemic,lower international migration, and higher domestic out-migration. Natural increasebirths minus deathsadded 156,600 people to thestate over the period with 436,700 births and280,100 deaths.Births were down from 451,200in the year ending July 1, 2019,while deaths were upfrom 267,300in the preceding year.Some of the above average deaths are due to the COVID-19 pandemic. There were more than 12,800 more deaths in 2019- 2020 compared to the same period of 2018-19. While deaths increased due to anaging population, thisis much higher than the 3-year average death increase of4,800 persons per year from 2017to 2020. The gains from natural increase wereoffset mostly by losses in net migrationtotal migration into the state minus totalout-migration.Though net international migration added populationduring this period, negative domestic net migration outweighed those gains, resulting inanoverall net migration loss of 135,400residents(net migration was also negative during 1993-96 and 2005-10). While domestic out-migration tendedto be similar to the previous year, domesticin-migration slowed in 2019-2020, especially the last three months from April to June when the stay-at-home order was in effect. Similarly, international migration also slowed down. California58 countiesrangein size from Alpine County, with just over 1,100 residents, to Los Angeles County with more than 10 million residents. Inland counties had higherpopulation growth ratesduring this period, continuing a trend that started in 2016. El Dorado, Glenn, Yuba, San Benito, Merced, and San Joaquincountieseachgrew by1.06percent or more. Only fiveurban coastal counties(Alameda, Contra Costa, San Diego, San Francisco, and Santa Clara)gained population, butat aslowerpacecompared to the same time last year. Most of coastal countieslost population. Threecounties, Monterey, San Mateo, and Santa Barbara,had population increasesin 2018 to 2019followed by population decrease in 2019 to 2020,due to domestic net migration lossesoutpacing gainsin natural increase. Smaller counties in more remote areas of California either lost population or grew very littleduring this period,with the exception of areas surrounding Butte County due to the impact of the 2018 Camp Fire the most destructive wildfire in state historythat destroyed more than 14,600 housing units and displaced an estimated 35,700 people. Most people affected by the fire relocated to nearby cities in Butte or surrounding counties. After the first year of population gains in 2018-2019, four counties (Colusa, Plumas, Sutter, and Tehama) have returned to their pre-Camp Fire population growth trends.In contrast, Glenn and Yubacounties are still amongthe top ten counties 1 with the highest population increase. Butte County still lostpopulation; however, the magnitude wasmuch slower than the previous year. Highlights of the July 1, 2020county population report include: -wereLos Angeles, San Diego, Orange, Riverside, San Bernardino, Santa Clara, Alameda, Sacramento, Contra Costa, and Fresno, with each having more than one million residents. These ten counties represented72 percent of ese counties, most reported negative net migrationeven with the net gains from international migration. Only Fresno, Riverside, and Sacramento counties hadpositive population growthfrom net migration. It is the first time this decade where a majority of these largecounties reported loss in net domestic migration. -Among top ten counties with high numeric change, Riverside and Sacramentocounties posted the highest numeric population gains,with growthlargely fromnetinternational migration(Sacramento) and net domestic migration (Riverside).Fresno County reported population growth from natural increase and moderate positive net migration. In contrast, San Bernardino and San Diego counties depended mainly on natural increase as the source of population growth. -Population growthratesranged from a high of 1.7percent in El DoradoCountyto alow of -3.8percent in ButteCounty.The number of counties withnegative population growth has increased each year across the decade.Thirty-twocounties posted population losses compared to 25counties withnegative growth in 2018-2019. -El Dorado, Glenn, Yuba, San Benito, Merced, and San Joaquincounties had the largest percentage increases in population, each growing by 1.06percent or more. Glenn and Yuba countiesreceived additional population dueto shifts related to the Camp Fire in Butte County in 2018. El Dorado is the highest growth county wherethe onlysource of growth was net migration. -Although natural increase was a significant source of growth in the state, 18counties experienced natural decrease: Alpine, Amador, Calaveras,Del Norte, El Dorado,Inyo, Lake,Humboldt,Mariposa,Mendocino, Modoc,Nevada, Plumas, Shasta,Sierra,Siskiyou, Trinity, and Tuolumne. Natural decreasein El Dorado and Shastacountieswere offset by positive net migration, especially net domestic migration. Population estimates produced by the Department of Finance are mandated by the California Constitution and various codes. They are used by state agencies, California counties,academic institutions, private research organizations, the media, and the public. Primary uses include budgeting, needs assessment, program planning and evaluation, distribution of state funds, and the calculation of rates (such as birth, death, and incarceration). Population estimates are developed using aggregate data from a variety of sources, including birth and death counts provided by the Department of Public Health, number of driver's licenses and tment of Motor Vehicles, housing unit data from local governments, school enrollment data from the Department of Education, and federal income tax return data from the U.S. Internal Revenue Service. These statistical reports of administrative records do not disclose any information about individuals.Due to the pandemic, many tax, license renewals,and other deadlines were extended, thusthere may be larger than usual revisions tothese estimates once more complete data is available. This release includesan adjustment of the series back to 2010.An updatedmethod for estimating international immigration better reflecting counts of immigrantsalong with migration data from the 2 Department of Homeland Security and the 2018-2019American Community Survey indicate a significant decrease in the number of immigrants to California and an increase in people who reported moving out of California during the previous year. The next estimate in the seriesreleased December 2021, for July 1, 2021, is expected to includeinformation from Census 2020. State support for these activities must be stable, sustainable, and represent an increased and ongoing level of state support so we can build the structure and workforce necessary to carry out these fire prevention activities. This funding is essential to continue and build upon the ongoing critical partnerships with local partners, federal, local, and state agencies, tribes, and other parties to prepare for and prevent worsening fire events. Extensive fire suppression and exclusion, development in high fire hazard severity zones, and the spread of non- large, intense fires. Given the degraded condition of many of our fire-prone landscapes, the scale of the problem currently facing our state, and that climate change is exacerbating this problem, we need to significantly increase, accelerate, and sustain efforts to prepare for and reduce the risk of high- severity wildfire, in addition to ongoing fire suppression activities. If designed and implemented well, these investments can also provide benefits to wildlife, water quality and security, and climate mitigation and resilience. Ensuring that landscape restoration projects are des commitments to protect and enhance natural and working lands and the biodiversity that depend on healthy ecosystems. You set forth important conservation goals in your October Executive Order (N-82- climate resiliency, carbon sequestration, and biodiversity protection, and to develop a Climate Smart king lands. The scale of landscape restoration necessary to climate mitigation and adaptation strategies. Therefore, we urge that you propose $1.5 billion, as detailed below, in your proposed 2021-22 state budget for a variety of fire prevention and preparedness actions across the landscape, at community scale, and to make individual structures less flammable. $600 million for landscape-scale strategies for returning to a more natural, fire-resilient condition with investments in established programs for fuel reduction, forest thinning, and protection against loss of intact forests. This would include funding to CAL FIRE for the Forest Health grant program, Forest Legacy Program, Fire and Resource Assessment Program, and California Forest Improvement Program. It is important that a portion of this funding include work in oak woodlands to prevent the devastating fires California has seen in agricultural areas in recent years and to support vital biodiversity values. Additionally, we urge a sizable investment in the expansion of the use of prescribed fire to support partners and increase capacity, including funding for a collaborative tribal burning program that respects tribal sovereignty. After generations of suppressing cultural burning, it is long past time to $900 million for fire prevention efforts to reduce the risk of wildfire to homes, commercial structures, and communities, increase workforce capacity for risk reduction activities in both the built environment and the forest, planning and actions to make communities in fire- prone regions more resilient, and mitigations to safeguard vulnerable populations. This California and Local Conservation Corps, California Community Colleges, and Department of Conservation for the Regional Forest and Fire Capacity Program, as well as funding for hardening of structures, defensible spaces, emergency shelters and alert systems. It would also include funding for community resilience including community infrastructure, risk reduction buffers, and protections for human health such as air filters and power backup. These measures are especially important for non-forested, high risk areas, where prescribed fire and other landscape intervention may not be viable options. As part of this request, we believe that there should be a discussion with the Legislature about how to improve coordination of the many fire prevention programs created or expanded in recent years, which span across multiple agencies and departments, to improve efficiencies and avoid redundancies. Finally, we continue to urge you to support a statewide bond proposal to finance vital climate preparedness efforts, including fire preparedness and landscape conservation and restoration activities, to help ensure a more resilient California.
