A height review for a proposed 82-foot tall communication facility on APN 016-
220-099, 13465 Brown’s Valley Drive – 2.72 acres. The parcel is located within
Compatibility Zone C of the Chico Municipal Airport. The parcel is located on
the northeast corner of Cohasset Road and Twin Oaks Drive, east of the City of
Chico.
SUMMARY:
Staff recommends that ALUC find height review consistent with the 2017 Airport Land Use
Compatibility Plan for the Chico Municipal Airport.
BACKGROUND:
The project site is approximately 2.72 acres.
The parcel is developed with two commercial uses.
The property is located in the unincorporated area of the County, east of the City of Chico. It
is zoned VLDR /SR-1 (NCSP)/AOC (Very Low Density Residential/Suburban Residential 1-
acre minimum (North Chico Specific Plan)/Airport Overlay C and has a General Plan Land
Use Designation of VLDR (Very Low Density Residential).
The proposed project is an 82-foot tall communication facility and ground related equipment
located in a 625 square foot leased area (25’ x 25’).
ANALYSIS:
APN 016-220-099 is located within the C Compatibility Zone.

The project site area is approximately 2,900 feet east of runway 13L – 31R for the Chico
Municipal Airport.
The project site area is approximately 4,100 feet east of runway 13R – 31L for the Chico
Municipal Airport and is located approximately 3,650 feet northeast of the extended runway
centerline.
The C Compatibility Zone requires height review for objects greater than 70 feet.
The Butte County Airport Land Use Compatibility Plan (BCALUCP) identities Airspace
Protection Policies to address structures that exceed the height maximum per the Compatibility
Zone.
Policy Objective – Airspace protection compatibility policies seek to prevent creation of land
use features that can pose hazards to the airspace required by aircraft in flight and have the
potential for causing aircraft accident.
Measures of Hazardous to Airspace –
Physical hazards include tall structures that have the potential to intrude upon protected
airspace as well as land use features that have the potential to attract birds or other
potentially hazardous wildlife to the airport area.
Visual hazards include certain types of lights, sources of glare, and sources of dust, steam
or smoke,
Electronic hazards are ones that may cause interference with aircraft communications.
The project site is located at approximately 225 feet above sea level. While the existing
runways are approximately 225 and 230 feet above sea level.
The proposed communication facility exceeds Compatibility Zone C height of 70 feet by 12
feet.
The communication facility will not attract birds or other hazardous wildlife to the airport area.
The applicant provided an FAA Aeronautical Study that determined the proposed
communication facility would not create a hazard to air navigation. The study also identified
that marking and lighting are not necessary for aviation safety. If marking/lighting are done,
the FAA recommends it be done in accordance with FAA Advisory circular 70/7460-1 L
Change 2.
Staff spoke with Enloe Flight Care regarding potential hazards to their operations. They
identified the height and location of the communication facility would not create hazards to
their flight care operations. They also mentioned that lighting is not necessary based on the
height of the facility.
The proposed communication facility will not create visual hazards, such as light, sources of
glare, and sources of dust, stream or smoke. The project will generate very little land
disturbance or light. No steam or smoke will be generated by the communication facility.
The project is proposed for 4G coverage for capacity or offloading another site for faster, better
service.

BCALUCP Section 3.5.1 - Evaluating Airspace Protection/Object Height Compatibility for
New Development:
(a) The policies of this Section, together with the Airspace Protection Surfaces Map drawn in
accordance with FAR Part 77, Subpart C and reflecting the runway length, runway end
locations, and approach type for each end of the runways as identified on Map CIC-4.1B
for the Chico Municipal Airport
(c) The Critical Airspace Protection Zone consists of the FAR Part 77 primary surface and the
area beneath portions of the approach and transitional surfaces to where these surfaces
intersect with the horizontal surface together with the Height Review Overlay Zone.
(d) The Height Review Overlay Zone encompasses locations where the ground elevation
exceeds or is within 35 feet beneath the Airspace Protection Surface as defined by FAR
Part 77 for the airport.
BCALUCP Section 3.5.2 – Object Height Criteria – The criterial for determining the
acceptability of a Project with the respect height are as follows:
(a) Except as provided in Paragraphs (b) and (c) of this policy, no object, including mobile
object as a vehicle or temporary object such as a construction crane, shall have a height
that would result in a penetration of an Airspace Protection Surface. Any object that
penetrates one of these surfaces is, by FAA definition, deemed an obstruction.
(e) The Critical Airspace Protection Zone consists of the FAR Part 77 primary surface and the
area beneath portions of the approach and transitional surfaces to where these surfaces
intersect with the horizontal surface together with the Height Review Overlay Zone.
(f) The Height Review Overlay Zone encompasses locations where the ground elevation
exceeds or is within 35 feet beneath the Airspace Protection Surface as defined by FAR
Part 77 for the airport.
The project site elevation is 225 feet above sea level. Per BCAUCP Exhibit CIC-4.1B Airspace
Protection Surfaces Map, based on FAA Part 77, the Airspace Protection Area starts at 390
feet above sea level. With the height of the communication facility (82 feet), the highest point
would be 307 feet about sea level. This would be 83 feet below the Airspace Protection Area.
The project site is located in is located in the Traffic Pattern Zone, which is outside the Runway
Protection Zone, Inner Approach/Departure Zone, Inner Turning Zone, Outer
Approach/Departure Zone and Sideline Zone.
ENVIRONMENTAL DOCUMENTATION:
No environmental documentation has been completed for this project by ALUC staff. The Butte
County Planning Division will determine the requirements of the California Environmental
Quality Act Guidelines upon review of the Conditional Use Permit.

RECOMMENDATION:
Staff recommends that the Butte County Airport Land Use Commission find ALUC File No. A20-
0005 () consistent with the height review requirements of the 2017 Airport Land Use Compatibility
Plan for the Chico Municipal Airport.

CONSISTENCY FINDINGS FOR:
ALUC File No. ALUC20-0005 (SAC Wireless)
The Airport Land Use Commission (ALUC) has prepared the following findings based on data
contained in the 2017 Airport Land Use Compatibility Plan (ALUCP) for the Chico Municipal
Airport, as well as site specific information submitted by the applicant and ALUC staff.
The following findings have been prepared at the direction of the ALUC and are for the
consideration of the Lead Agency (Butte County) when making a decision on the project.
SECTION 1: ENVIRONMENTAL FINDINGS
A. No environmental documentation has been completed for this project by ALUC
staff. Butte County will determine the environmental Review for the proposed Use
Permit.
SECTION 2: CONSISTENCY FINDING FOR PROPOSED PROJECT
A. The communication facility will not attract birds or other hazardous wildlife to the
airport area.
B. The proposed communication facility will not create visual hazards, such as light,
sources of glare, and sources of dust, stream or smoke. The project will generate
very little land disturbance or light. No steam or smoke will be generated by the
communication facility.
C. The project is proposed for 4G coverage for capacity or offloading another site for
faster, better service.
D. The project site elevation is 225 feet above sea level. Per BCAUCP Exhibit CIC-

(FCC) and an application for a construction permit has been filed, as required by the FCC, within
6 months of the date of this determination. In such case, the determination expires on the date
prescribed by the FCC for completion of construction, or the date the FCC denies the application.

Practices, effective 21 Nov 2007, will void this determination. Any future construction or alteration, including
increase to heights, power, or the addition of other transmitters, requires separate notice to the FAA.This
determination includes all previously filed frequencies and power for this structure.
If construction or alteration is dismantled or destroyed, you must submit notice to the FAA within 5 days after
the construction or alteration is dismantled or destroyed.
This determination does include temporary construction equipment such as cranes, derricks, etc., which may be
used during actual construction of the structure. However, this equipment shall not exceed the overall heights as
indicated above. Equipment which has a height greater than the studied structure requires separate notice to the
FAA.
This determination concerns the effect of this structure on the safe and efficient use of navigable airspace
by aircraft and does not relieve the sponsor of compliance responsibilities relating to any law, ordinance, or
regulation of any Federal, State, or local government body.
A copy of this determination will be forwarded to the Federal Communications Commission (FCC) because the
structure is subject to their licensing authority.

Compliance Statement Based on information provided by Verizon Wireless and predictive modeling, the Chico Airport installation proposed by Verizon Wireless will be compliant with Radiofrequency Radiation Exposure Limits of 47 C.F.R. §§ 1.1307(b)(3) and 1.1310. The proposed operation will not expose members of the General Public to hazardous levels of RF energy and will not contribute to existing cumulative MPE levels on walkable surfaces
at ground or in adjacent buildings by 5% of the General Population limits. Certification
I, David H. Kiser, am the reviewer and approver of this
report and am fully aware of and familiar with the Rules and Regulations of both the Federal Communications Commissions (FCC) and the Occupational Safety and Health Administration (OSHA) with regard to Human Exposure to Radio Frequency Radiation, specifically in accordance with FCC’s OET Bulletin 65. I have reviewed this Radio Frequency Exposure Assessment report and believe it to be both true and accurate to the
best of my knowledge. General Summary The compliance framework is derived from the Federal Communications Commission (FCC) Rules and
Regulations for preventing human exposure in excess of the applicable Maximum Permissible Exposure (“MPE”) limits. At any location at this site, the power density resulting from each transmitter may be expressed as a percentage of the frequency-specific limits and added to determine if 100% of the exposure limit has been
exceeded. The FCC Rules define two tiers of permissible exposure differentiated by the situation in which the exposure takes place and/or the status of the individuals who are subject to exposure. General Population / Uncontrolled exposure limits apply to those situations in which persons may not be aware of the presence of electromagnetic energy, where exposure is not employment-related, or where persons cannot exercise control over their exposure. Occupational / Controlled exposure limits apply to situations in which persons are exposed as a consequence of their employment, have been made fully aware of the potential for exposure, and can exercise control over their exposure. Based on the criteria for these classifications, the FCC General Population limit is considered to be a level that is safe for continuous exposure time. The FCC General
Population limit is 5 times more restrictive than the Occupational limits.

f=Frequency (MHz) In situations where the predicted MPE exceeds the General Population threshold in an accessible area as a result of emissions from multiple transmitters, FCC licensees that contribute greater than 5% of the aggregate
MPE share responsibility for mitigation. Based on the computational guidelines set forth in FCC OET Bulletin 65, Waterford Consultants, LLC has
developed software to predict the overall Maximum Permissible Exposure possible at any location given the spatial orientation and operating parameters of multiple RF sources. The power density in the Far Field of an RF source is specified by OET-65 Equation 5 as follows:

where EIRP is the Effective Radiated Power relative to an isotropic antenna and R is the distance between the antenna and point of study. Additionally, consideration is given to the manufacturers’ horizontal and vertical antenna patterns as well as radiation reflection. At any location, the predicted power density in the Far Field is the spatial average of points within a 0 to 6-foot vertical profile that a person would occupy. Near field power density is based on OET-65 Equation 20 stated as 𝑆𝑆=�180𝜃𝜃𝐵𝐵𝐵𝐵�⋅100 ⋅𝑃𝑃𝑖𝑖𝑖𝑖𝜋𝜋⋅𝑅𝑅⋅ℎ (mW/cm2)
where Pin is the power input to the antenna, θBW is the horizontal pattern beamwidth and h is the aperture length.
These theoretical results represent worst-case predictions as all RF emitters are assumed to be operating at 100% duty cycle.
For any area in excess of 100% General Population MPE, access controls with appropriate RF alerting signage must be put in place and maintained to restrict access to authorized personnel. Signage must be posted to be visible upon approach from any direction to provide notification of potential conditions within these areas. Subject to other site security requirements, occupational personnel should be trained in RF safety and equipped with personal protective equipment (e.g. RF personal monitor) designed for safe work in the vicinity of RF emitters. Controls such as physical barriers to entry imposed by locked doors, hatches and ladders or other access control mechanisms may be supplemented by alarms that alert the individual and notify site management of a breach in access control. Waterford Consultants, LLC recommends that any work activity
in these designated areas or in front of any transmitting antennas be coordinated with all wireless tenants.

Analysis Verizon Wireless proposes the following installation at this location:
• (9) NEW VERIZON WIRELESS 8' HIGH PANEL ANTENNAS
• (9) NEW VERIZON WIRELESS RRHs The antennas will be mounted on a 82-foot Water Tank with centerlines 75 feet above ground level. Proposed
antenna operating parameters are listed in Appendix A. Other appurtenances such as GPS antennas, RRUs and hybrid cable below the antennas are not sources of RF emissions. No other antennas are known to be operating in the vicinity of this site.
Figure 1: Antenna Locations Power density decreases significantly with distance from any antenna. The panel-type antennas to be employed at this site are highly directional by design and the orientation in azimuth and mounting elevation, as documented, serves to reduce the potential to exceed MPE limits at any location other than directly in front of the antennas. For accessible areas at ground level, the maximum predicted power density level resulting
from all Verizon Wireless operations is 1.72% of the FCC General Population limits. Incident at adjacent buildings depicted in Figure 1, the maximum predicted power density level resulting from all Verizon Wireless operations is 2.1773% of the FCC General Population limits. The proposed operation will not expose members
of the General Public to hazardous levels of RF energy and will not contribute to existing cumulative MPE levels on walkable surfaces at ground or in adjacent buildings by 5% of the General Population limits.

Waterford Consultants, LLC recommends posting contact information and RF Guidelines signage that informs personnel entering the site of basic precautions to be followed when working around antennas. These
recommendations are depicted in Figure 2. Any work activity in front of transmitting antennas should be coordinated with Verizon Wireless.
