We have reviewed the DSSMPs/Rs, and our comments are listed in the enclosure. Please incorporate our comments into your surveillance and monitoring program and/or your next annual DSSMP/R submittal, as appropriate. We appreciate your continued efforts dam safety program. If you have questions, please contact Mr. Michael Vail at (415) 369-3346. Sincerely, Frank L. Blackett, P.E. Regional Engineer Enclosure FERC Comments on the 2019 DSSMPs/Rs Enclosure for the DeSabla-Centerville Project (P803) Round Valley Dam 1. Some of the Appendix A figures, such as Figures A-5 and A-7, do not appear to show the current configuration of the dam including the downstream stability berm (compare these figures with Figure A-10, for instance). Please review the Appendix A figures and revise or replace them as needed in your next annual DSSMP/R submittal to display the instrumentation locations on figures showing the current configuration of the dam. 2. As recommended (R-6) in the Second Part 12D report, new threshold and action levels should be established for Weir BW-- monitoring procedures. Please include updated threshold and action levels for this weir in your next annual DSSMP/R submittal. 3. Table 7-1 l-standpipepiezometer; however, page two ease revise the description of this piezometer as needed in your next annual DSSMP/R submittal so that the descriptions are consistent. 4. In view of the high-downstream hazard potential classification, historical seepage, observed spillway damage and deficiencies, and uncertain foundation conditions, we continue to encourage PG&E to consider installing survey monuments at the dam to monitor for horizontal and vertical movement, as recommended in our October 15, 2019 inspection follow-up letter. Philbrook Dam 5. -4 of the DSSMP/R, recommended that Piezometer BE-87 (3A) be evaluated for potential repair due to the damaged casing, pipe, and concrete base. In your next annual piezometer, if any. DeSabla Forebay Dam No comments. 1 of 1
