January 13, 2021 Governor Gavin Newsom Office of the Governor State Capitol Sacramento, CA 95814 Dear Governor Newsom, Your recently-announced goal of distributing one million vaccines within 10 days is the most urgent priority facing the State. To ensure the efficient delivery of vaccines, we respectfully request your consideration of the following ideas and requests from our constituent communities: 1) The incoming Biden Administration announced last week its aim to release nearly all available vaccine to states. As counties continue to report uncertainty about the quantity of vaccines that they can expect over the next several weeks, and to better prepare for a larger roll out, including staffing and how to set up sites, please provide the following information to counties: a. A reliable forecast for expected vaccine quantity over the next four weeks; b. Updated forecasts at least weekly, if there are large variations; c. Supply updates on a 7-day rolling basis for future weeks, after the initial four week period is complete. 2) Please build on your recent efforts to expand authorization for who can administer the vaccines and how they can reach vaccine sites efficiently by taking the following actions: a. Complete the authorization of nursing students, retired medical professionals, and firefighters to administer vaccine shots; b. Expand the use of the National Guard in delivering vaccines across the state, and charge its members with medical training to administer vaccines. 3) While you have announced a plan for the necessary $300 million to distribute vaccines and there is pending guidance from the federal government about additional vaccine distribution funding, please reassure counties that reimbursements for their role in the vaccination process will be forthcoming. While financial details are still to be determined, a commitment to reimbursement from the State will help ensure that counties will work efficiently and their responsibilities will not be hampered by potential funding concerns during this public health crisis. We are all aware of the limited number of vaccines that have been made available to the states, but we believe that we need to plan for a more effective and efficient roll out of these vaccines so we can further improve the public health of Californians and start rebuilding our state. Federally-approved vaccines offer the quickest path out of the increasingly heavy costs of the pandemic. The federal government announced Warp May 15, 2020. You have known since then that safe and effective vaccines would be a critically vital tool in stemming the pandemic and restoring life to some sort of normal. However, your vaccine distribution effort has failed to act rapidly. This is unacceptable. According to the California Department of Public Health, 2,466,125 vaccine doses, which include both the first and required second dose, have been shipped to local health departments and health care systems in multiple counties as of January 10. However, only 783,476 vaccine doses have been administered thus far. While you have repeatedly acknowledged distribution must improve, we do not understand how the plan you have spent ten months preparing for this very moment can be performing so poorly. We are frustrated to say the least. You have touted your plan to spend an additional $300 million to fix the distribution failures, and have mentioned the creation of a new technology project to implement a COVID vaccine management program. However, according to the Department of Technology website, this program has an estimated completion date of June 14, 2021. Are Californians expected to wait six more months for you to fix the vaccine distribution problems? Californians deserve and demand an immediate fix to your vaccine distribution plan, and as such, this needs to be your top priority. We strongly encourage you to focus as intently as possible on the critical work necessary to immediately improve vaccine distribution. Californians deserve better.
