ORDER GRANTING EXTENSION OF TIME TO FILETHEHISTORIC
PROPERTIES MANAGEMENT PLANPURSUANT TO ARTICLES 401 AND405

1.OnDecember 28, 2020,Pacific Gas and Electric Company, licensee for the Poe
Hydroelectric ProjectNo. 2107, filed asecondrequest for an extension of time to file the
Historic Properties Management Plan(HPMP)pursuant to Articles 401 and405of the

project license,and the U.S. Forest Service’s(Forest Service) section4(e)ConditionNo.
31.The project is located on the North ForkFeather RiverinButte County,California.
The project occupies, in part, federal lands administered by the Forest Service.
Background
2.Article 401 of the license requires the licensee to file,within one year of license
issuance,anHPMPfor Commission approval pursuanttoForest Service section 4(e)
ConditionNo. 31.In addition, Article 405 requires the HPMP to specify how historic
properties would be managed within the project’s area of potential of effect(APE).
3.Article 405 also requiresthe licensee to file the HPMP after consultation with the
California State Historic Preservation Officer (California SHPO), the Plumas National
Forest, theGreenville Rancheria, theBerry Creek Rancheria, theEnterprise Rancheria,
theMooretown Rancheria, the Mechoopda Indian Tribe, and the Concow Band of Maidu.
The licensee must include in its filing, documentation of all consultation, copies of
comments and recommendations onthe HPMP after it has been prepared and provided to
the consulting parties, and specific descriptions of how the consulting parties comments
are accommodated.
4.OnDecember12, 2019, the licensee filed the first extension of time request to file
theHPMP for Commission approval. Commission staff subsequently granted the
requestedonJanuary23, 2020, which extended the deadline to filethe HPMP for
Commission approval to December 31, 2020.

Extension of Time Request
5.On December 28, 2020, the licensee filed a secondrequest for an extension of
time to file theHPMP for Commission approval untilDecember 31,2021. In its request,
the licensee states it needs additional time tocomplete the HPMP due to the delays
attributed to the COVID-19 pandemicand the North Complex Fires. In addition, the
licensee says the Traditional Cultural Property (TCP) study requires in-person interviews
with members of the Native American communityand access to private files, and the
COVID-19 pandemic has prevented significant progress given shelter in-place and social
distancing requirements. In addition, field personnel were not able to access rural
communities within the vicinity of the North Complex Fires during the fall months when
more stringent restrictions were in place. The licensee says it willcomplete field work
for the TCP study as restrictions for in-person meetings and gatherings are being lifted.
On July31,2020, the licensee commenced small field consultation meetings to begin the
process andis continuing its research via phone interviews and limited in-person
communications.
6.The licensee says it has completed the environmental study andsubmitted it to the
California SHPO on March 31, 2020.The California SHPO provided concurrence with
the finding of ineligibilityforlisting on the National Registeron May 5, 2020.The
licensee plans to complete consultation and provide thefinal HPMP to the California
SHPO and Forest Service by October31,2021.
7.To accommodate the timelines for those studies and consultation, the licensee
requests an extension until December31,2021,to file the HPMP with the Commission
for approval. The licensee’s filing includedthe Forest Service’s approval of the
extension request.
Review
8.Granting the licensee’s request to extend the due date to file theHPMP would
allow additional time for the licensee to complete studies and consult with the California
SHPOand Forest Serviceprior to filing itwith the Commission by December 31,2021.
The licensee’s request is reasonable and the due date to file the plan should be extended
toDecember31,2021.
TheDirectororders:
(A)Pacific Gas and Electric Company’s request, filed on December28,2020,
to extend the due date to file theHistoric Properties ManagementPlan for the Poe
Hydroelectric Project No. 2107, is approved. The due date to file the plan is extended to
December 31, 2021.

(B)This order constitutes final agency action. Any party may file a request for
rehearing of this order within 30 days from the date of its issuance, as provided in section
313(a) of the Federal Power Act, 16 U.S.C. § 825l(2018), and the Commission’s
regulations at 18 C.F.R. § 385.713 (2020). The filing of a request for rehearing does not
operate as a stay of the effective date of this order, or of any other date specified in this
order. The licensee’s failure to file a request for rehearing shall constitute acceptance of
this order.
