The Pacific Gas and Electric Company (PG&E), delegated by and on behalf of the Federal Energy Regulatory Commission (FERC) consults pursuant to 36 CFR Part 800 (as amended 8-05-04), the regulations implementing Section 106 of the National Historic Preservation Act (NHPA). PG&E is proposing to reconnect the Grizzly Powerhouse to the grid by interconnecting the Grizzly Tap to the existing, non-FERC licensed Bucks Creek-Cresta 230-kV line located in the Bucks Creek substation yard. The project will require PG&E to perform the following modifications within and adjacent to the existing Bucks Creek substation yard: Add guy wires to three existing poles for the Grizzly Tap; Temporarily remove approximately 300-feet of conductor extending from existing lattice tower at the Bucks Creek Substation yard to three existing poles; Demolish the existing lattice tower, various existing equipment within the substation footprint, abandoned foundations, concrete culverts, trenches, conduits, cables, and fencing; Construct new foundations, equipment and oil spill containment; Reinforce the existing access bridge by welding steel plates to its underside; Add one light duty steel pole just outside of the transmission yard within the existing Grizzly Tap 115kV right-of-way; Install a conduit via a 5 x 5 pull box on the Powerhouse wall. Access and staging will utilize existing roadways and/or previously disturbed areas. PG&E has defined the Area of Potential Effect (APE) to include the entirety of the Bucks Creek Hydroelectric System Historic District. Present within the APE are two historic properties; the Ms. Arran Bell FERC_2020_1211_001 January 20, 2021 Page 2 of 2 Bucks Creek Hydroelectric Historic District, eligible for listing in the National Register of Historic Places (NRHP) under Criteria A and C, and the Feather River Highway District, eligible for listing in the NRHP under Criteria A and C. The following resource is also present within the APE: FS 05-11-56-1043 (the remains of Camp 1, which supported the construction of the Bucks Creek Powerhouse and penstock). FS 05-11-56-1043 remains unevaluated for listing in the NRHP but will be avoided and an archaeological monitor will be on site during project implementation. Consultation with local Native American Indian Tribes resulted in no substantive comments regarding the undertaking. PG&E applied the criteria of adverse effects and determined that the undertaking will not result in adverse effects to historic properties as the proposed actions will not alter any character defining features of historic properties and are consistent with the Secretary of the Interiors Standards for Rehabilitation. At this time, PG&E seek comments from the SHPO on: The adequacy of the APE pursuant to 36 CFR § 800.4(a)(1); The adequacy of historic property identification efforts pursuant to 36 CFR § 800.4(b); The finding of no adverse effects to historic properties, pursuant to 36 CFR § 800.5(b). Following review of your letter and supporting documentation, I offer the following comments: Pursuant to 36 CFR § 800.4(a)(1), I find the APE to be adequate; Pursuant to 36 CFR § 800.4(b)(1), I find the efforts to identify historic properties to be reasonable and in good faith; Pursuant to 36 CFR § 800, I do not object to a finding of no adverse effects to historic properties; In the event of a post-review discovery or project redesign, PG&E on behalf of the FERC might have additional responsibilities pursuant to 36 CFR 800.
