Dear Ms. Boston,
I am the older sister of Diane R. Breedlove who is currently under Bill Meyers care.
On December 31st 2020 at approximately 9pm I got a call from Butte County Sheriffs
officer 530 353-1205 stating Diane Breedlove needed a ride home from Oroville jail.
Both my 82yr old mother and myself were notified to "come pick her up". I explained
to them she is conserved by her guardian," Bill" and her home is Iris House. I then put
sheriff on hold and called Iris house, Adriana to ask why my sister was let free in
Oroville. She was so rude, and I kept asking for a supervisor as the sheriffs kindly
waited. She said "Call Monday". I said, Diane is conserved and her guardian needs to
know they are setting her free and we are eniemes to her as she was further "
Decompenating". Adrian said it wasn't their problem. The sheriff said they had a call
to go to the woods so they would leave Diane in the jail lobby. I did stress over and
over as my mom did as she is conserved and ward of the county. I then called back
Iris house and demanded Andriane get me her supervisor and "John" a counselor
said he would call "Zack' he had called Chico Police because my sister was throwing
chairs, and I understand that is protocol, but Chico Police failed or was unaware she
is 51-50 as you can see Case PR-38262 she is unable to care for herself 10/15/2020
you Shelby Boston had submitted she is gravely disabled. You overlook Mr. Bill
Meyers whom I have been trying to reach since before Thanksgiving while my sister,
Diane was placed in a care home, Gisell's that she was really starting to "
Decompensate" and was finally kicked out to "Town House Motel" where she was
walking out at all hours, smoking cigarette butts off of the ground, could not place
calls out, which might be she did not know how to use phone. This is in the middle of
a pandemic. She was talking to strangers at the gas station, and the type of person
that any stranger could take advantage of her. Bill stated he was on top of this? She
then went to Iris House and sent over to PHF" to help settle her down as I went and
got her belongings and provided clothing. Where was her worker, Jack? I live in
Corning and disabled and took all her stuff in. I also know more is missing by the
way.So with that on December 31 2020 I called APS and spoke with "Josyln" and of
course no social workers were available and Iris house was not working with me.
Adriana had hung up on Adriana but we found out, Diane was not allowed back to the
place. I current spoke to the License Board and Diane was suppose to be given a 3-
day notice. They should of asked police to take her to ER as she was in a psychotic
episode because I spoke with, Todd and on speaker with Zach (3pm 12/31)that I was
so concerned at my sisters behavior. She has been off medication that helps her level
out. If she was refusing them, why didn't Bill work at getting her better care? He
ignored our phone calls and Todd, the director was very firm he was not going to
intervene on Dianes behalf. This tells me, yes Diane has been out of control and
perhaps they couldn't get a hold of "Bill Meyers". I have said all along to staff at Iris
House, my sister is not well, and yes refused medication which, they should be
trained to know this is common in the mentally ill field. She has a " Petsonality
Disorder" and no medication can truly cure that but counseling is highly
recommended. I have never heard she had any formal "talk therapy" she just gets
"sedated" Yes, she is a difficult case, because she was a pretty bright child growing
up but with some definite personality problems and issues of violence by her ex-
husband. You are in control of her and yet she went missing at 1am January 1, 2021
and I called for a missing person's report. Iris House said finally she wasn't welcome
back and they had her, jacket, ID, Medication and she had no cell phone. Once I
finally explained that to Adriana of the Iris House if they were willing take
responsibility if something happen to my sister, she said there was nothing "I could
do" well, I was brought into this and filed a formal missing person's report, 21-00003
Officer Landis and explained the danger she would be in if she goes without her
meds. Look up Klonopin withdrawals she already suffered a stroke in her 20's. She
would of let strangers take her she was not in her right mind. They found her about
3am and kindly told me she was caught setting fire to a flag and bush. I have letters
she was writing to her worker Jack and can see her anger. It's not fair she is facing a
felony when, all along it's been protocol that when she gets violent as she did on July
9,2019 at the Trinity House, she was 51-50 and was escorted by Chico Police yet
again to Enloe Er then put in "PHF" as this has been a pattern for over 20yrs. She is a
hard core smoker, she has a lump between her breast, she started she has a lump
above her kidneys, she has a thyroid problem and severe memory problems etc. I
have called, Bill Meyers who does not answer his calls so went to Dave Mahoney
then because my mom and I are not aware of jail protocol and cannot visit, I have
been trying to reach Bill Meyers, to find out Dianes fate. We knew she had court on
Fe. 13 2021 by Bill and he said to my mom he was on top of things. We got one 2
minute phone call of Diane screaming she was in with rapist and drug addicts. We
feel she still wasn't properly medicated. My mom and I both wrote my sister, but I
have since found out she needs money to write us. I have spoken to "Tiffany Rowe"
on Friday to help me communicate to Diane and help in her case since I was the one
helping find her and Iris House not cooperating with why she was taken to Oroville
and released. I waited for Bill to call by Friday or today and then spoke "Tracy" who
was suppose to relay to Bill that I have found out my sister's court date is now Wed
Jan 27, 2021 at 8:30 am. I would like to be a witness as to why Chico Police took her
to Oroville on a less than $400 vandalism charge and not ER as has always been the
case. Yes, Bill said the ball was dropped, but why wasn't anyone available for my
sister who is paying to help protect her? I asked why wasn't an emergency number
available to "Bill Meyers" since she had no home to return to as she was illegally
kicked out. If she was raped or killed this would of been very serious. If she didn't
have family and had her found, what would of happened to her? Iris House did not
care and in my opinion Adriana and Zak should not be working there. They both
broke protocol and failed to inform the law,she was conserved as both Butte County
crisis lines said to us, Oroville Hospital or Chico hospital was the place to take my
sister for her safety. I will forward this to whoever. I waited for Bill Meyers to call me
as "Tracy" said he was on the phone at approximately 1pm. I never received a phone
call to see if I could help write a letter toy sister's public defender so the judge could
get her the help she needs. She should of never been sent out at 10pm New Year's
Eve with nothing on her and no money, jacket etc. I hope to hear something by
tomorrow asap. I don't know yet who my sisters lawyer is and how I can get this to the
judge that the system failed. I am sorry she vandalized Iris House and tried to burn a
flag but I was trying to warn Bill Meyers before Thanksgiving my sister wasn't right in
her mind. Thank you Ms. Boston and please just want my sister to get the treatment
she needs. I am looking for other resources so my sister gets out of jail. Thank you
