Regional Engineer Federal Energy Regulatory Commission Division of Dam Safety and Inspections San Francisco Regional Office 100 First Street, Suite 2300 San Francisco, CA 94105-3084 RE: DeSabla-Centerville Hydroelectric Project, FERC No. 803-CA Philbrook Dam, NATDAM No. CA00345 Authorization Request for Installation of New Weir ENCLOSURES CONTAIN CUI//CEII DO NOT RELEASE Dear Mr. Blackett: for proposed improvements to the seepage collection and monitoring system, including replacement of an existing seepage monitoring weir at Philbrook Dam, which is part of PG&DeSabla-Centerville Hydroelectric Project, Federal Regulatory Commission (FERC) No. 803.The proposed improvements were initiated th to address Recommendation 5 (R-5-2015) from the 10 Part 12D safety inspection report for the dam, dated October 2015. status update on its efforts to address R-5-2015 was provided in a letter to your office dated May 30, 2020. For reference, R-5-2015 reads as follows: R-5-2015: PG&E should improve seepage collection at Weir BW-44A on the left groin of the Main Dam. Approximately 10-15 percent of seepage flow was observed to be bypassing the weir. Additional guidance for the field operators to observe seepage conditions at the lower right abutment of the Main Dam is suggested. th Following the 11 Part 12D safety inspection of Philbrook Dam in 2020, the independent consultant (IC) issued a follow-up recommendation (R-5-2020) Mr. Frank L. Blackett, P.E., Regional Engineer January 26, 2021 Page 2 pertaining to the proposed seepage collection improvements. PG&E provided its plan and schedule to address R-5-2020 in a letter to your office dated December 31, 2020. For reference, R-5-2020 reads as follows: R-5-2020: It is recommended that PG&E complete the on-going seepage collection improvements to capture and monitor seepage from the right abutment and left abutment. It is my understanding that the project includes a new drain to capture and convey seepage from the right abutment and downstream slope to a new weir alongside existing Weir BW-44A. It also includes improvements to the seepage collection on the left abutment to better capture and measure seepage in Weir BW-44A. In support please find the project description (Enclosure 1), approved-for-construction drawings (Enclosure 2), the quality control and inspection program (QCIP) (Enclosure 3), and il construction specifications (No. 6064) (Enclosure 4), enclosed in this letter for FERC review. As described in the enclosed documents, PG&E plans the following improvements to the seepage collection and monitoring system at the Philbrook main dam: Regrading areas along the lower left groin of the dam to capture and direct seepage flows toward Weirs BW-44A and BW-44 Replacing the existing 12-inch rectangular Weir BW-44 with a new v-notch weir Installing a new drain to collect and convey seepage from the right toe and groin of the dam to Weir BW-44 The proposed improvements are intended to address R-5-2015 and R-5-2020 and improve the effectiveness and reliability of the seepage monitoring system at the main dam. PG&E plans to mobilize crews to the site as early as mid-July and begin construction of the proposed improvements on August 2, 2021, pending regulatory authorization to proceed with the work. PG&E expects construction of the proposed improvements to take about one month. Ongoing shelter-in-place orders issued by the State of California in response to the COVID-19 pandemic require that nonessential PG&E staff work remotely, and hard copy filings are not practical at this time. If FERC requires two hard copies of the project documents, please provide this request in your response and copies will be sent after the shelter-in-place restrictions have been lifted and PG&E staff have returned to their normal work locations.
