The subrecipient allocations on page 132 of the action plan (page 142 of the staff report) are based on where people were living when they applied for FEMA assistance, not where they chose to live prior to the Camp Fire. Unprecedented displacement means this formula deprives Butte relative to other counties and Paradise relative to the valley cities. The cities have their own allocations to address the exacerbation of their preexisting housing shortage, and the Town has its allocation to rebuild its rental housing stock as it sees fit. But Magalia did not receive its own allocation. It is the County's responsbility to address this devastated community's rental housing shortage by specifically soliciting development projects here where the unmet need is most severe. Part of the County's responsibility will be to apply for infrastructure projects in unincorporated areas to support new rental housing. In other areas, that would mean increasing road capacity and increasing overdraft from the aquifer. Magalia has a street network and water district with enough capacity for thousands more than its current population. This is the ideal place for small rental housing projects to replace the affordable units destroyed in the fire. And our long-vacant downtown area would be ideal for the mixed-use development it's zoned for if the County helps out by applying for these federal funds to develop a wastewater solution for that area and perhaps improve Skyway down to Paradise. Last September, this board resolved to have County departments communicate with the Upper Ridge Community Council on issues that arise in our area. That has not thus far been happening. The County has been meeting with HCD while leaving us to pursue and connect with HCD ourselves. Please work with us to ensure the primary impacts from the major disaster are the primary targets for these federal Disaster Recovery funds and allow the Upper Ridge Community Plan to guide where new rental housing is developed. Considering what Placeworks is charging for individual tasks within the Upper Ridge Community Plan and General Plan update, the estimated budget adjustment here seems unrealistic for the amount of community input required by recent changes to the elections code and by impacts from the Camp Fire. Specifically, as more than half of District 5's population was displaced, large areas of other districts will have to be annexed to meet 21500(a)'s mandate for districts substantially equal in population. 21500(c) prioritizes geographic continuity and integrity of communities of interest. The scope of the RFP should require outreach to communities adjacent to the current District 5 to determine which have interests that align with Magalia and Paradise's interest to repopulate, restore services, and restore the quality of life on the Ridge and throughout the Camp Fire area. Recovery will demand unity of purpose, and foothill, canyon, and valley residents should all receive appropriate representation throughout the challenging years ahead. Sascha Sarnoff, Advocate ChicoEnvironmentalHealthAdvocacy ________________________________ (805)500-6820qwave@protonmail.com January 25 2021 Butte County Supervisors & County Council It has come to my attention that on Jan 12, 2021, Butte County Supervisors approved agenda item 3.26 3.26 Acceptance of Donations from Northern Valley Community Foundation (NVCF) and Addition of Laboratory Equipment in the Capital Asset Ledger I believe that Butte County Public Health would by operation of such equipment be liable for misinformation generated by it. PCR testing equipment owned and operated by Butte County would put the county in harm's way when the county is putting those they test in harm's way. The is no legitimate reason for Butte County to offer RT-PCR testing. Emergency Use Authorization (EUA) is not an excuse for false statements of fact, fraudulent, erroneous, or misleading statements to the public, or misappropriating data including test results. Liability issues are quite serious and arise because; 1. All RT-PCR test results that indicate a positive result are false because it is a molecular test and therefore does not provide direct evidence of infection. 2. RT-PCR tests do not detect infectiousness. 3. RT-PCR tests do not predict illness, and cannot provide diagnosis, outcome, or prognosis. 4. Test-kit product inserts (disclaimer) clearly state that these limitations; tests do not detect infection nor can they provide a diagnosis. 5. Consumers of such tests do not give informed consent and are misled by meaningless test results and the inherent shortcomings of RT-PCR tests. 6. RT-PCR testing is the primary testing used to aggregate the counting of countywide cases. Therefore erroneous testing by Butte County that is used as a pretext to the tier system that serves to legitimize restrictions of civil liberty based on an emergency is invalid.
