Class I: Drop-in Connection – Includes a connection within infrastructure already developed by others. Class II: Main Side Connection – Includes a water connection which ties into the TWSD water main on the same side of the road as the main line. Class III: Cross Side Connection – Includes a water connection which ties into the TWSD water main on the other side of the road as the main line. A road crossing is required. Class IV: Jurisdictional – Includes a water connection which ties into the TWSD water main within a roadway which required coordination with Caltrans, Butte County, City of Oroville or other local jurisdiction. Following vote: Ayes: Directors Hatley, Pulley, Taggart, Thompson and Reynolds Nayes: Abstentions: Absent: _____________________________ Ernest Reynolds, President _______________________________ Jayme Boucher, Secretary Policy 1.210 / Page 2 of 2 Policy 7165 Page 1 of 3 Thermalito Water & Sewer District Policy and Procedures Policy Title: Planning and Inspection Fees and Bonds Policy Number: 7165 Adopted: Review and Inspection Fees The Owner will pay all direct and indirect costs incidental to review by Thermalito Water and Sewer District or by its consultants or agents calculations, plans, specifications, cost estimates, property descriptions, right-of-ways, and easement verification, permits and for the complete improvement of water and sewer systems and will pay all direct and indirect costs incidental to the construction inspection, permits, licenses, bonds, easement verification expenses, administration and the preparation of “As-Built” drawings. All fee deposit calculations shall be rounded to the nearest whole dollar amount. Without limiting the foregoing, Thermalito Water and Sewer District engages an engineering firm to review all plans, specifications and legal descriptions and to inspect and accept works of improvement, the fees and costs of which shall be paid by the Owner. Planning Review Fees Concurrently with the submittal of calculations, plans, specifications, cost estimates, legal property descriptions and legal utility easements to Thermalito Water and Sewer District for conceptual review, the Owner will advance in cash or check funds for Plan Review and the Plan Checking Fee Advance calculated in accordance with the following schedules: Plan Review – Concept Acceptance (non-refundable) 1. Parcel Maps (TID’s Contracted Engineer will determine and assess fee by time and labor for each review.) 2. Subdivision (TID’s Contracted Engineer will determine and assess fee by time and labor for each review.) 3. Utility Easement verifications for water or sewer (TID’s Contracted Engineer will determine and assess fee by time and labor for each review. Plan Checking Fee Advance Preliminary Construction Estimate Plan Checking Fee Advance Amount Less than $10,000 5% of estimate ($250 minimum) $10,000 - $100,000 1% of estimate ($500 minimum) Greater than $100,000 ¾% of estimate ($1,000 minimum) Policy 7165 Page 3 of 3 plans and specifications. The Bonds will remain in full force and effect until such time as Thermalito Water and Sewer District accepts the Improvement System. Thermalito Water and Sewer District will permit the conversion of a Performance Bond to a Maintenance Bond. Maintenance Bond As a condition precedent to the acceptance of the complete improvement system, the Owner shall furnish either a corporate surety maintenance bond of an acceptable surety company, authorized to do business in the State of California, or an irrevocable letter of credit issued by a banking firm acceptable to Thermalito Water and Sewer District. Alternative methods of bonding may be utilized upon the approval of the Thermalito Water and Sewer District Board of Directors. The bond shall protect Thermalito Water and Sewer District against the results of faulty materials, poor workmanship, or defective equipment. The bond shall be for a period of three (3) years after acceptance of the project.
