Dear Mr. Blackett:
This letter presents an updated supporting technical information document (STID) for
Philbrook Dam, which is part of PG&E) DeSabla-
Centerville Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No.
803. A copy of the updated STID (Revision 5, dated January 2021) is provided as
Enclosure 1 with this letter.
The enclosed STID includes updates and revisions to address Recommendations 13 and
14 (R-13 and R-14) from the 11th 5-year Part 12D safety inspection report for Philbrook
Dam, which was prepared by Independent Consultant Mr. Marc Ryan, P.E., G.E., and
dated October 2020. PG&E submitted its plans and schedules to address R-13 and R-14
in a letter to your office dated December 31, 2020. For reference, R-13 and R-14 are
copied below:
R-13: It is recommended that the observation from the 2016 gate inspection should be
added to Section 9 of the STID.
R-14: It is recommended that Section 10 of the STID be updated to include all
correspondence between PG&E and FERC for the last 5 years.
PG&E has updated Section 9 of the STID to include a summary of the 2016 detailed radial
gate inspection (per R-13) and Section 10 of the STID to include correspondence between

PG&E and FERC for the last 5 years (per R-14). Accordingly, PG&E believes that R-13
and R-14 have been satisfactorily addressed and no further action is necessary.
Ongoing shelter-in-place orders issued by the State of California in response to the
COVID-19 pandemic require that nonessential PG&E staff work remotely, and hard copy
filings are not practical at this time. If FERC requires hard copies of this letter and/or
enclosure, please contact the license coordinator identified below. If necessary, hard
copies will be sent after the shelter-in-place restrictions have been lifted and PG&E staff
have returned to their normal work locations.
