A copy of the updated STID (Revision 1, dated January 2021) is provided as Enclosure 1 with this letter. The enclosed STID includes updates and revisions to address Recommendations 13, 16, 17, 18, 21, 23, and 24 (R-13, R-16, R-17, R-18, R-21, R-23, and R-24) from the second 5-year Part 12D safety inspection report for Round Valley Dam, which was prepared by Independent Consultant Mr. Marc Ryan, P.E., G.E., and dated October 2020. PG&E submitted its plans and schedules to address these recommendations in a letter to your office dated December 31, 2020. For reference, R-13, R-16, R-17, R-18, R-21, R-23, and R-24 are copied below: R-13: Update Section 2, Project Description, to change all references to the Butte Powerhouse to Toadtown Powerhouse. R-16: Update Figure 2-7 (DWG No. 364028, Rev. 1) with DWG No. 364028, Rev. 5. R-17: Add DWG No. 357627 showing that the seepage collection pipe from the right side was routed over the low-level outlet. R-18: Update text to include the fact that some of the 1994 seepage collection pipes are 4-inches in diameter, the vault was not installed and there are instead 5 separate discharge points, the permeable material used in the filter blanket is not Caltrans Mr. Frank L. Blackett, P.E., Regional Engineer January 27, 2021 Page 2 Class 1B permeable material. Add discussion of how the seepage collection pipe from the right side was routed over the low-level outlet. R-21: It is recommended either adding references to Figures 5-3a and 5-3b in the text of Section 5.1 of the STID or removing the figures. R-23: It is recommended that Section 7 of the STID should be updated to the most recent DSSMP/R. R-24: It is recommended that Section 10 of the STID should be updated to include all correspondence between PG&E and FERC for the last 5 years. Section 2 of the STID has been revised to change references to the Butte Powerhouse to Toadtown Powerhouse (per R-13), update Figure 2-7 (i.e., replace Drawing No. 364028, Rev. 1 with Drawing No. 364028, Rev. 5, per R-16), include relevant drawings showing the seepage collection pipes (per R-17), and provide additional details pertaining to the seepage collection system (per R-18). In Section 5, PG&E added references to Figures 5-3a (now Figure 5-2) and 5-3b (now Figure 5-3) in Section 5.1 (per R-21). PG&E also updated Section 7 to include the most recent (2019 record year) dam safety surveillance and monitoring plan and report (per R- 23) and Section 10 to include correspondence between PG&E and FERC for the last 5 years (per R-24). Accordingly, PG&E believes that R-13, R-16, R-17, R-18, R-21, R-23, and R-24 have been satisfactorily addressed and no further action is necessary. Ongoing shelter-in-place orders issued by the State of California in response to the COVID-19 pandemic require that nonessential PG&E staff work remotely, and hard copy filings are not practical at this time. If FERC requires hard copies of this letter and/or enclosures, please contact the license coordinator identified below.
