Chair Connelly and members of the Board,
Attached is a letter requesting that Cal OES include structures that have 4 walls standing in the
Government debris removal program. There are 11 or so structures in the NCF footprint that have
completely burned with walls still standing. Pictures of such an example is attached to the letter.
FEMA doesn’t consider these structures eligible for funding under the Government debris removal
unless there’s an imminent danger of those standing structures, and the local agency makes a
request. We are writing a letter at the request of Cal OES.

ThisletterfollowsupontheSeptember29,2020requestletterfordebrisremovalassociatedwiththe
NorthComplexFire,inwhichButteCountyrequestedPhaseIandPhaseIIdebrisremovalforthescope
ofpropertyidentified.Iamwritingtorequestthatstructureswithmorethanonewallstandingbe
includedinPhaseIIdebrisremoval.
AsindicatedinthePublicAssistanceProgramandPolicyGuide(PAPPG),version4andeffectiveJune1,
2020,ͻLŅmorethanonewallofastructureisstandingandnotinimmediatedangerofcollapsing,FEMA
considerstheremovalofthatstructuretobedemolitionandnotdebrisƩĻƒƚǝğƌ͵ͼLaterthePAPPG
statesthatͻ9ƒĻƩŭĻƓĭǤdemolitionofstructureslocatedonprivatepropertymaybeeligiblewhen
partialorcompletecollapseisimminent,andthatcollapseposesanimmediatethreattothegeneral
ƦǒĬƌźĭ͵ͼWearerequestingthatthefourwallsofastructurebeincludedasauthorizedinthePAPPG.
Notonlyisitimportanttoremovemorethanonewallleftstandingofastructureforthesafetyofthe
generalpublicbutitisinthepublicinteresttoremoveallcontaminateddebristoprotectandpreserve
property,eliminatetheimmediateandseriousthreattopublichealth,andenabletheeconomicrecovery
ofallaffectedcommunities,whichcannotbeaccomplishedifallstructuraldebrisarenotremoved.The
economicrecoveryofourfireaffectedcommunitiesandButteCountyisdependentonownersrebuilding
andreinvestinginourcommunity,whichcannotbeaccomplishedwithoutaneffectivedebrisremoval
program.
Itiscriticalthatallfiresurvivorswithmorethanonewallstandingbegiventoopportunitytoparticipate
inPhaseIIdebrisremoval.LikeallfiresurvivorsimpactedbytheNorthComplexFire,theseproperty
ownershavealongjourneyaheadofthemandeligibilitytoparticipateinPhaseIIdebrisremoval,isa
majorwaywecanassistthemintheirrecovery.
