View here. BSCH has sent a letter to cities and counties with populations over 200k. The letter includes information regarding the COVID-19 Tenant Relief Act, the Expression of Intent process, and information about a webinar scheduled for this Monday, February 1, at 1pm. They also included a copy of the draft state reservation table. Newsom Administration - Resources / Mutual Aid / Executive Orders Governor Newsom did not provide a press update today. January 28, 2021 Dear Local Government Partners: Today, the California Legislature passed the COVID-19 Tenant Relief Act (SB 91), extending eviction protections through June 30, 2021 and creating a mechanism to deploy $2.6 B in Federal Emergency Rental Assistance Program (ERAP) resources to assist struggling tenants and landlords impacted by the economic damage of COVID-19. Governor Gavin Newsom looks forward to signing the bill into law. To assist your jurisdiction in taking immediate steps to participate in the StateÔs Emergency Rental Assistance Program following are the three options for Cities and Counties with over 200,000 in population: 1. State Program: Participate in a central state program where both federal allocation and state allocation are managed on behalf of the City or County by a Community Development Financial Institution partnered with the State; or 2. Self-Administer: Receive a state block grant allocation and self-administer your share of rental funds in a manner consistent with state and federal program requirements; or 3. Self-Administer & State Administer: If a City or County chooses to self-administer its federal allocation but chooses to not conform their local program to the state requirements, it is not eligible for a block grant. Landlords and tenants located in their jurisdiction may still apply to the State Program (administered by CDFI) for a proportionate share of the state funds, but the responsibility to manage duplication of benefits will rest with the City or County. We request that counties and cities with populations of 200,000 and above complete an Expression of Intent survey by February 3, 2021. Jurisdictions will be required to submit a final Expression of Intent Form to the Department of Housing and Community Development (HCD) by February 12, 2021. This information will assist us in strengthening the program in expeditious and effective manner.
