Request for Extension of Time
Dear Mr. Blackett:
This letter requests an extension of time, to November 30, 2025, to complete action items
related to Recommendations 8 (R-8) from the 11thPart 12D safety inspection report for
Philbrook Dam, which is part of Pacific Gas and Electric Company DeSabla-
Centerville Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 803.
For reference, R-8 is copied below (in italics) with an updated
plan and schedule to address the recommendation.
R-8: Update Section 2, Project Description with the spillway rating curve and zero freeboard
capacity using the results of the 2017 spillway routing study.
PG&E filed the 2017 probable maximum flood study (prepared by HDR) with FERC on March
15, 2017 and is awaiting comment. PG&E will submit to FERC a plan and schedule for
updating Section 2 of the Philbrook Dam supporting technical information document (STID) to
include the spillway rating curve and zero freeboard capacity within 90 days after receiving
notice that FERC has accepted the results of the study. If FERC has not accepted the study
before the next Part 12D safety inspection, PG&E will review the status of the study with the
next Part 12D independent consultant by November 1, 2025.
