In addition to the numbers noted on the attached graphic, below are some of the highlights of the services Development Services provided to our Butte County community members: January Provide map extensions via the SB249 legislation to reduce impacts to the development community and to promote housing, Relocated the Paradise Permit Center to the BRC with the Town of Paradise, Received 5 awards in Planning from the Sacramento Region APA (American Planning Association) for outstanding achievements, Worked with Assembly Member Gallagher’s office to promote the use AB430 within our local jurisdictions, February Attended (pre-COVID) several events promoting Camp Fire Rebuild options March Took office completely online and created remote work environment in response to COVID, Submit General Plan Annual Report and HCD Housing Element Report to the State April Set up WebEX as platform for Planning Commission and Zoning Administrator hearings to ensure public participation and access to our planning decision processes, Registered with Governor’s Office of Planning and Research CEQA portal to move to digital submission of documents, Executed a contract for Planning Services to begin addressing backlog in Planning projects, Released the RFP for the Climate Action Plan update, Changed the public noticing procedures to save both money and staff time while providing more time for public engagement, May Hired a new Planning Manager, Released the RFP for the North Chico Specific Plan project, Held a User’s Group via WebEX – best attendance for the group in a long time, June Hired 2 Civic Spark Fellows to assist in the Planning Division, Released the RFP for the General Plan, Applied for LEAP funding, Set up Cannabis Abatement Hearings in the WebEx platform July Took the Nimshew Code Enforcement case to hearing, Conducted first ALUC remote hearing, Submitted Draft ADU ordinance to HCD, August Assisted with the Honeyrun Covered Bridge permit resolution, Developed streamline CEQA process for parcel maps utilizing Category Exemptions, Improved office building inspector office area, September Received HCD approval of ADU ordinance, Staffed EOC for North Complex Fire, Responded to North Complex Fire disaster assessments, Assisted County Counsel with Urgency Ordinance for North Complex Fire, Released RFP for planning services, Nimshew Code Enforcement site cleaned up, Staffed the Local Assistance Center for the North Complex Fire, October Attended Berry Creek and other North Complex Fire recovery meetings, Offices closed during evacuations, but remotely kept serving the public, Kicked off the North Chico Specific Plan Village Core project and held first Community Workshop, Code Enforcement in the Magalia area, Kicked off the STAKE program with Public Health, Board approval of 2019 Cannabis liens, November Developed new program for transitory camping in CH53, Assisted with the disaster recovery and code enforcement in the North Complex area, Completed the 5-year review of the Greenline General Plan Policies, nd 2 North Chico Specific Plan Workshop, December Kicked off Upper Ridge Community Plan project, Submitted annual OPR Planning survey, Submitted REAP grant application items to BCAG, MSR Agreement with LAFCO signed, rd 3 North Chico Specific Plan Workshop, and Upper Ridge Community Plan Stakeholder meetings. 2020 was an interesting year for many reasons and the Development Services staff again and again responded to the many challenges and disasters with professionalism and compassion.
