Good morning colleagues,
We have received many requests from County employees for their family members and/or friends to
assist during disaster times in Butte County, including the current COVID 19 pandemic. We are very
excited to bring forward a new program (Friends and Family Volunteer Program) that will allow
those friends and family members (must be 18 years old) to participate as volunteers in a variety of
areas and assignments. Please forward the attached information and application to any of your
friends and family that might be interested in volunteering as Disaster Service Workers.
Although, we hope to create a robust list of volunteers moving forward for future disasters, our
immediate need is for COVID 19 Assistance in many different areas including upcoming COVID 19
Vaccine Clinic logistics. As you can imagine, Public Health has been stretched thin and with mass
vaccination clinics beginning to be scheduled, there is a need for many volunteers to assist. The Job
Action Sheet for this volunteer opportunity is attached along with the program flyer that describes
the process to become a Disaster Service Worker volunteer and the program application.

Butte County Employee Referral Volunteer Program
You are receiving this because a Butte County employee has tremendous faith and respect in your abilities
and believes you may be willing and able to provide support in helping others.
INTRODUCTION
Butte County employees provide a wide range of services when responding to and recovering from a
declared emergency. However, it becomes difficult for County employees to balance serving the public
through their normal work duties with emergency related work during and after major disasters..
Fortunately, many employees have family and friends willing and able to volunteer valuable services during
extended incidents. However, it takes time to evaluate volunteer skills sets, match them to needs, and train
eers that stand ready to assist.
The ideal volunteer is dependable and can quickly commit to a consistent schedule that may require a
variety of shifts ranging from a few days to several weeks.
TASK ASSIGNMENTS
The tasks to be assigned volunteers include the following:
Runner
A Runner, following specific instructions, transports items including food, documentation, office supplies and
other equipment. Safe driving skills and the ability keep accurate records and documentation is essential.
Light Cleaning Aide
The Light Cleaning Aide assists in light cleaning of the various operating centers and vehicles utilized
throughout the County during an emergency.
Administrative Aide
Administrative Aides prints, scans, files and distributes documentation as assigned and may perform data
entry functions.
Resource Tracker
A Resource Tracker, using computer based and manual hard copy tools, identifies and keeps track of
resources from time of order, through use and until returned. Keeping accurate inventory control in a fast-
paced environment and the ability to research and resolve inventory discrepancies is necessary.
Animal Stall Cleaning Aide
Aides assisting Animal Control, wearing appropriate clothing, are responsible for assembling, cleaning and
disassembling cages, stalls, intake and exercise areas utilized by animals.
PROGRAM PROCESS
There are several steps necessary to become a deployable volunteer including:
Application The application captures your contact information, scheduling preferences and skill sets. You
may scan and send the application to the email address at the bottom of this page, or you
may deliver or mail it to the Volunteer Reception Center at the address noted in the
Deployment section below.
Interview A brief interview with a County staff member allows you to ask questions and for the County
to help determine fit with potential tasks that may be requested.
Background If there appears to be a good fit between the volunteer and potential task assignments, the
County pays for and processes a Background Check.
DSW Oath Once a clear Background Check is completed, you are given a California Disaster Service
Worker (DSW) Oath, which confers on you the rights, duties, and responsibilities of a DSW,
including enrolling you into the State Workers Compensation Program.
Training Before becoming deployable, volunteers are trained on key elements of being a County
volunteer. Training includes documentation of key daily assignments, safe vehicle
operations, computer use policies and others.
Deployment In time of need, the County Personnel Unit may reach out to check your availability to
support necessary tasks.
Deployed volunteers typically arrive at the Volunteer Reception Center located in the County

General Services facility at 2081 2 Street in Oroville and are provided with an Identification
Badge for the incident and any additional assignment details.
Once the assignment is completed, volunteers typically return to the Volunteer Reception
Center to turn in the Identification Badge and assignment documentation and may participate
in an exit interview to enable the County to evaluate the program.

COVID –19 Mass Vaccination Clinic Administrative Personnel
Job Description–To support Butte County Public Health (BCPH) in the mass
vaccination efforts for 2019 novel coronavirus (COVID –19) in conjunction with the
medical staffscheduled by BCPHor other Vaccination providers.Responsible for the
distribution of necessary documentation, completeness of documentation, screening of
vaccine recipients, flow of vaccine recipients (including maintaining social distancing
requirements),observation of vaccine recipients, and other non-medical tasks. This
position may be filled a Butte County Disaster Service Worker.
Reports to–POD Manager or designee
Assigned to–Mass Vaccination Clinics
Major Responsibilities
Screening of vaccine recipients to confirm they meetcriteria for group
scheduled to receive vaccination.
Screen recipients for fever, cough, and shortness of breath.
Supplying recipients with necessary informational packets and
acknowledgements.
Verifying the completeness and legibility of documents.
Supplying the completed documents to Data Entry Personnel.
Ensuring social distancing requirements are maintained.
Observing vaccine recipients for the requisite 15 minute post administration
period and notifyingMedical Personnel of any issues.
Set-up and clean-up of vaccination site.
May be asked to perform additional non-medical tasks not listed above.
