GEI Consultants, Inc., was selected to conduct the options study for the Paradise Community
Drinking Water System. There are a couple of contracting steps to take before the work can
proceed. I will keep you informed of the progress of the options study. Information on the project

Another Update – We have selected GEI Consultants, Inc. to prepare the Options Study. This
selection was made by a 5-Person OWP Panel who reviewed and scored the 5 proposals per the
scoring criteria in the RFP. We believe the GEI Team brings excellent resources to best ensure
stakeholder’s ideas and concerns are addressed with a quality Options Study within a reasonable
schedule.
Our next steps are to submit a proposed Work Plan Amendment to the State Water Board, adding in
costs for GEI, and initiate contract negotiations with GEI for a contract with Sacramento State.
Following execution of these two documents, work can begin. We can discuss further at our next
monthly call on 2/11/21, 11 am.

Hi Paradise Options Study Stakeholders,
Update – Yesterday, 5 pm, was the due date for submittal of consultant proposals, and we
received proposals from the following 5 firms:
1. GHD
2. GEI
3. Coleman Engineering
4. West Yost
5. MKN
Per the RFP, our due date to select a consultant is 2/5/21. As I noted below, any input from
stakeholders welcome, just send me an email.

Notes from our call today:

Task 1 – Request for Proposal (RFP) – We are awaiting proposals from the 23
consultants who were provided the RFP on 12/11/20. One consultant asked for
clarifications, which were responded to by OWP in an RFP Amendment No. 1. Proposals
are due 1/22/21, and OWP will select a consultant by 2/5/21. I noted on the call that
any stakeholder desiring to review the proposals and provide input/comments to OWP
is welcome to do so. I asked that anyone desiring to review the proposals please provide
me an email with that request.
Task 2 – Community Outreach – Orit has posted a draft RFP Factsheet, along with all
other project documents, on the PID website at PID/Options Study Other project sites:
