RATE PLANPURSUANT TO ARTICLE 401

1.OnDecember28, 2020,Pacific Gas and Electric Company, licensee for the Poe
Hydroelectric ProjectNo.2107, filed arequest for asecondextension of timeto file a

Long-Term Ramping Rate Plan(Plan), pursuant to Article 401of the project license.
The project is located on the North Fork Feather RiverinButte County,California.The
project occupies, in part, federal lands administered by the U.S.Forest Service.
Background
2.OnDecember 17, 2018, the Commission issued a new license for theproject.
Article 401requires the licensee to filefor Commission approvalvarious plans that are
required by the California State Water Resources Control Boards (California SWRCB)
section 401 water quality certificate (WQC) and U.S. Forest Service (Forest Service)
section 4(e) conditions.WQC condition 5.2and 4(e) condition 23, part 5in part, require
the licensee to file aLong-Term Ramping Rate Planwithin one year of license issuance.
3.OnDecember 12, 2019,the licensee filed a request for an extension of time to
allow for more time to consult with the California SWRCB, Forest Service, and other
stakeholders. Commission staff issued an extension on December 31, 2019that required
the licensee to file the Plan by December 31, 2020.
Licensee’sRequest
4.The licensee states that it requires more time todevelopits understanding of the
biological resources and the operational constraintsand continues to consult with the
California SWRCB, Forest Service, and other stakeholdersduring monthly meetings.
The licensee is requesting an additional 6 months, until June 30, 2021, to file the Plan
with the Commission, for approval.The licensee’s filing includesa copy of its request

for an extension of time with the California SWRCBand Forest Service. The California
SWRCB request is still pending; however, thelicenseehasmonthly meeting with them to
discussvarious aspects of the project, so it appears that the SWRCB does not have any
opposition to the extension request. The Forest Service’s approval of the extension
request is included in the filing.
Discussion
5.The licensee’s request to extend the due date to file aLong-Term Ramping Rate
Plan,would allow additional time for the licensee to consult with the California SWRCB,
Forest Service, and other stakeholdersand obtain approval of the Plan from the agencies,
prior to filing itwith the Commission for approval. The licensee’s request is reasonable
and the due date to file the Planshould be extended to June30,2021.
TheDirectororders:
(A)Pacific Gas and Electric Company’s request, filed on December28,2020,
toextend the due date to file aLong-Term Ramping Rate Plan, for the Poe Hydroelectric
Project No. 2107, is approved. The due dateto file the plans is extended to
June30,2021.
(B)This order constitutes final agency action. Any party may file a request for
rehearing of this order within 30 days from the date of its issuance, as provided in section
313(a) of the Federal Power Act, 16U.S.C. § 825l(2018), and the Commission’s
regulations at 18 C.F.R. § 385.713 (2020). The filing of a request for rehearing does not
operate as a stay of the effective date of this order, or of any other date specified in this
order. The licensee’s failure to file a request for rehearing shall constitute acceptance of
this order.
