Dear Mr. Blackett:
This letter presents the final construction report, construction certification, and as-built
drawings for the Upstream Geomembrane Liner Project (Project) at Lower Bucks
Diversion Dam, which is part of or
Licensee) Bucks Creek-Grizzly Hydroelectric Project, Federal Energy Regulatory
Commission (FERC) No. 619. In a letter to PG&E, dated July 14, 2020, FERC granted
authorization for construction of Project.
Installation of the geomembrane liner on theupstream face of the Lower Bucks
Diversion Dam was completed on November 19, 2020. May 7,
2020 letter, enclosed with this letter please find the final construction report for the
Project which includes as-built drawings and verified construction certifications from the
Design Engineer, Quality Control Manager, and Licensee (Enclosure 1).
During installation of the upstream liner, PG&E rehabilitated the low-level outlet stem
and guides system with new components. In a letter from FERC dated October 20,
2020, FERC authorized the replacement and requesteda brief report summarizing the
replacement effort upon completion. Enclosed with this letter please find the low-level
outlet stem and guides replacement final construction report (Enclosure 2).
Due to the ongoing shelter-in-place orders issued by the State of California in response
to the COVID-19 pandemic, non-essential PG&E staff are currently working remotely,
and hard copy filings are not possible at this time. If you require a hard copy of the letter

and/or enclosures, please provide this request in your response and copies will be sent
after the shelter-in-place restrictions have been lifted and PG&E staff have returned to
