R EGULAR A GENDA 4.14 Agreement with Alight Solutions for Implementation Services of Workday Enterprise Resource Planning (ERP) System On January 26, 2021, the Board of Supervisors approved a contract with Workday, Inc. for new ERP software and a budget adjustment for both the software and an implementation consultant. The selection process for the implementation consultant is now complete and staff recommend approval of a contract with Alight Solutions for $2.9 million to implementation services the County needs. The County issued an RFP on December 7, 2020 to find a firm that specializes in Workday software, could meet the tight timeline, supports the development of new best practice business processes, and provides the training for all staff in the new system. The County received three proposals in response to the RFP, Alight Solutions, LLC, Lincolnshire, IL; Avaap USA, LLC, Columbus, OH and Collaborative Solutions, LLC, Reston, VA. The estimated prices ranged from $2,691,310 to $3,416,402, Alight Solutions has a cost of $2,916,312, including $225,00 evaluation panel comprised of representatives from County Administration, Human Resources, and the Auditor-Controller's Office reviewed the responses in accordance with the guidance provided by the Government Finance Officers Association. The evaluation process included information provide in the written responses as well as two rounds of interviews with each firm. At the completion of the evaluation process staff recommended approval of an agreement with Alight with a term starting February 26, 2021 until terminated, not-to-exceed $2,916,312 action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. (Auditor-Controller and County Administration) 4.15 Letter in Support for Additional COVID-19 Federal Relief Funding - At the request of the California State Association of Counties, staff prepared a letter in support of the immediate passage of the Coronavirus Local Fiscal Recovery Fund, which is the latest proposed federal COVID relief package. Counties have been on the frontlines throughout the pandemic and have suffered significant budgetary impacts. This relief package would provide approximately $43 million in direct federal support to Butte County, which is needed for the public health response and to meet the demand for County administered services action requested - APPROVE LETTER OF SUPPORT AND AUTHORIZE THE CHAIR TO SIGN. (County Administration) Page 1 B UTTE C OUNTY B OARD OF S UPERVISORS S UPPLEMENTAL A GENDA F EBRUARY 23, 2021 4.16 Introduction and Adoption of an Urgency Ordinance amending Chapter 54, Entitled "North Complex Fire Recovery" to Modify Rebuild Permit Requirements and Establish Nuisance Abatement Enforcement Mechanisms in the North Complex Fire Area Pursuant to California Government Code sections 25123(d) and 25131, County Administration and County Counsel propose the adoption of an urgency ordinance to amend the provisions of Chapter 54, entitled "North Complex Fire Recovery." The amendments attach a revised map depicting additional eligible roads and parcels for the Government Debris and Hazard Tree Removal Program and provide that rebuilding permits may be issued upon successful completion of structural debris clean up and while hazard tree removal is pending. Additionally, the amendments provide for specific abatement procedures for noncompliant parcels containing fire debris, including summary abatement, notice and hearing procedures, in addition to a lien process for abatement and administrative costs. The urgency ordinance would take effect immediately and will remain in effect from the date of adoption until the completion of debris and hazard tree removal from the North Complex Fire area or as otherwise modified by the Board of Supervisors action requested 1) WAIVE THE FIRST READING OF THE URGENCY ORDINANCE ENTITLED "AN URGENCY HAZARD TREE REMOVAL AND NUISANCE ABATEMENT ENFORCEMENT"; AND 2) ADOPT URGENCY ORDINANCE AND AUTHORIZE THE CHAIR TO SIGN (4/5 VOTE REQUIRED).
