Delegation of Authority regarding Section 7 and Section 106
Haskins Valley Boat Ramp Replacement Project
Dear Secretary Bose:
Pacific Gas and Electric Company (PG&E) plans to replace the Haskins Valley Boat Ramp
located in Haskins Bay, at the Southern end of Bucks Lake, which is
Creek-Grizzly Hydroelectric Project, Federal Energy Regulatory Commission (FERC) Project
No. 619. The scope of this undertaking will require authorization from FERC.
The proposed project includes replacement of the deteriorated boat ramp and construction of
new pavement on the access road, turnaround and parking areas. Rock slope protection will
be added along the road and the boat ramp. The Haskins Valley Boat Ramp Replacement is
scheduled to begin in September 2021.
To perform the necessary construction, consultation will be required with the State Historic
Preservation Officer (SHPO) and United States Fish and Wildlife Service (FWS). Following
early project coordination, the U.S. Army Corps of Engineers designated FERC as the lead
Federal agency to act on their behalf (Enclosure 1). PG&E requests that FERC, as the lead
federal agency for undertakings related to this project pursuant to 36 CFR 800.2(c)(4),
delegate authority to PG&E to initiate consultation as described in Section 106 of the National
Historic Preservation Act with the California State Historic Preservation Officer. Also pursuant
to 50 CFR section 402.08, PG&E requests FERC designate PG&E as its non-federal
representative for informal consultation under Section 7 of the Endangered Species Act.

Dear Ms. Bose:
This letter concerns our designation of lead federal agency for the proposed Haskins Valley Boat
Ramp Replacement project. The project site is located on and near Bucks Lake,
Latitude 39.8704°, Longitude -121.1811°, Plumas County, California.
Following early coordination with your non-federal representative, Pacific Gas and Electric
Company (PG&E), on February 8, 2021, we hereby designate the Federal Energy Regulatory
Commission (FERC) as the lead Federal agency to act on our behalf for purposes of compliance
with Section 7 of the Endangered Species Act (ESA) and Section 106 of the National Historic
Preservation Act (NHPA) for the Department of the Army authorization required for the Haskins
Valley Boat Ramp Replacement project.
Prior to initiating consultation with the appropriate agency, PG&E should coordinate their draft
determinations for ESA and NHPA, as well as the information used in making those determinations
with our office. Additionally, PG&E should include a statement in their consultation letters indicating
that we have designated the FERC as the lead federal agency for the proposed action, along with a
copy of this letter. When consultations are complete, PG&E should provide this office with the
resource agencies’ responses. Although PG&E will act as the FERC’s non-federal representative,
the FERC remains ultimately responsible for all findings and determinations pursuant to Section 7 of
the ESA and Section 106 of the NHPA.
