Blackett, P.E., Regional Engineer San Francisco Regional Office Federal Energy Regulatory Commission Division of Dam Safety and Inspections 100 First Street, Suite 2300 San Francisco, CA 94105 RE: DeSabla-Centerville Hydroelectric Project, FERC No. 803-CA 2019 Dam Safety Inspection Follow Up Actions Response to FERC Comments Dear Mr. Blackett: This letter responds to comments from the Federal Energy Regulatory Commission (FERC) regarding Pacific plans to address action items from the 2019 annual FERC inspection of DeSabla-Centerville Hydroelectric Project, FERC No. 803. FERC identified action items from the inspection in a letter to PG&E, dated October 15, 2019, and PG&E provided its responses to the action items in a letter to FERC, dated May 29, 2020. In a letter to PG&E, dated January 14, 2021, FERC provided three comments on plans to address action items from the inspection. For reference, Comments 1 and 3 are responses (in italics). No response to Comment 2 was required. Comment 1: In view of the high-downstream hazard potential classification, historical seepage, observed spillway damage and deficiencies, and uncertain foundation conditions at Round Valley Dam, we continue to encourage PG&E to consider installing survey monuments at the dam and monitor for horizontal and vertical movement, as recommended in our October 15, 2019 inspection follow-up letter. Accordingly, please provide a plan and schedule for installing survey monuments at the dam to monitor for horizontal and vertical movement (settlement). In the summer of 2021, PG&E will perform a site reconnaissance to identify potential locations for survey monuments and control points to support monitoring of Round Valley Dam for potential horizontal and vertical movement. By October 31, 2021, PG&E will develop and submit to FERC a plan and schedule for installing the monuments. Mr. Frank L. Blackett, P.E., Regional Engineer March 2, 2021 Page 2 Comment 3: and schedule for repairing the damaged concrete at Hendricks Head Dam that was observed during the 2019 FERC annual dam inspection by December 1, 2020. However, as of the date of this letter, we have not yet received this plan and schedule, and thus is now overdue. Please provide an updated plan and schedule for repairing the damaged concrete at Hendricks Head Dam. In a letter to FERC, dated January 7, 2021, PG&E requested an extension of time, to April 30, 2021, to submit its seepage repair plan for Hendricks Head Dam. FERC accepted the request on February 10, 2021. PG&E plans to perform the seepage repairs in the summer of 2021. As stated in PG&E, PG&E will evaluate the condition of the concrete as part of the seepage repair work and submit the results of the evaluation to FERC, along with a plan and schedule for further actions, if necessary, within 45 days after the seepage repair work is complete. Based on the current repair schedule, PG&E expects to submit the results of the concrete evaluation to FERC no later than November 30, 2021.
