HomeMy WebLinkAboutMUP21-0001 Sierra Gates Application Sierra Gates Property Owner: STP Capital, LLC 170 Casierra Dr., Magalia, CA 95954 Property: 27.14 Acres – 1,182,218 SF Purpose: Minor Use Permit Parcel # 065-010-056 Zoned: TM Blain Vinson – October 5, 2020 Sierra Gates Sierra Gates is an entertainment venue located on 27.1 acres located in Magalia, California (Exhibit “B”). As a legally licensed venue, Sierra Gates will strive to provide top-notch services to clients with their specific needs taken into consideration ensuring a memorable day. While being a wedding focused venue, we will also provide rental services for business related functions, local community coordinated events as well as a variety of other venue related needs. Currently zoned TM, Sierra Gates seeks to obtain a Minor Use Permit for this facility. As required, this facility creates no environmental concerns, is equipped with above average fire protection, requires no agricultural setbacks is not near any potential hazards. All roads are well maintained with Meridian stone and meet necessary width requirements. Conveniently surrounded by unpopulated parcels owned by Sierra Pacific Land & Timber (640 acres) to the North, Bureau of Land Management (80 acres) to the South, a 20 + acre private parcel to the East and PG&E (220 acres) to the West (Exhibit “C”). Music, either from a live band or DJ, can easily be set up and directed not to be an issue or create any neighborhood concerns. No matter the event, all music will be required to end promptly at Midnight. Services offered will be fully scalable to meet and exceed every individual client’s needs. Whether a modest gathering or a fairy tale event, each guest will be met with enthusiasm and eagerness to help create their perfect celebration. While offering a beautiful 7,934 SF indoor event facility (First floor only), 90% of events will be held in the immaculately landscaped outdoor tented areas lending themselves to ceremonies and/or receptions (Exhibit “A”). All indoor events will be limited to the Kitchen, Nook, Dining Room, Living Room 1 and 2 or covered patio. These areas are noted on Exhibit “E” as asterisks. Bedrooms 2 and 3 will be available as a pre wedding dressing room and post changing only. No new structures are planned or proposed as part of this venue. Safety being a major concern, our indoor facility is 100% fire sprinkled as well as having a mounted Rainbird system on the roofline that covers the entire footprint of the home for exterior threats. A 5,000 gallon non potable water tank also provides additional fire department connections if ever needed. Should guests ever need to be evacuated, the indoor venue is equipped with 7 exits (Exhibit “E”). With either venue selected, a selection of portable restrooms will be offered exclusively for outdoor events and although overly equipped with two 1,500-gallon septic tanks, portable restrooms will also be required for indoor events over 50 guests. With hours of operation being 12PM to 12AM, we anticipate hosting events for clients with as few as ten guests to parties with as many as 250-350 attendees. Wedding events will occur exclusively on Saturdays. The initial forecasted event total will be approximately 20 weddings per year. All food service will be the responsibility of the clients. While most events will be privately catered by local licensed providers, Sierra Gates will also promote local food trucks should the clients be interested. Exhibit “A” Services we intend to offer are: • An event venue for weddings, business meetings, rehearsal dinners, holiday parties, corporate events, and fundraisers. In addition, we will work with our local communities to host events for residents such as: Easter egg hunts, fall festivals, tree lighting, etc. • Tables, chairs, china, glassware and linens rentals • Audio/visual equipment rentals • Event hosts and wait staff • Consultant and planning services VALUES & VISION Our vision as an entertainment venue is to exceed the expectations of our clients by giving them a beautiful, personal and joyful experience highlighting Northern California’s natural beauty for every type of celebration. Having the right business structure is very important to us as at Sierra Gates and we will work to ensure that our foundation is not only right but stays true to our core values and vision as a company. Our staff will have the expertise required to work in this industry and make planning each event fun and interactive for every client. In addition to our goal of making our events unforgettable, we will work with local businesses to enhance our clients experience by offering unique opportunities to explore and enjoy the Butte County area. We will have three (3) full-time, on premise employees providing the management and oversight of the facility. They will fulfill all customer service, event coordination and initial marketing needs. TRAFFIC CONTROL PLAN All traffic control will be strictly enforced with the use of directional entry signs and parking attendants. 1. Venue Signage – A permanent monument sign (6’ L x 4’ H) identifying the entrance will be located on the edge of the property line along Skyway for guests to easily identify the Venue entrance. 2. Entry Signage – Temporary signage will be placed for guests to be directed safely away from Skyway immediately upon entry onto the private drive proceeding to the venue. 3. Entry Drive – With the entry drive into the venue being over 1,100 feet, incoming guests will have ample room to stage vehicles safely off Skyway while awaiting an attendant to be parked or directed by an attendant into designated parking areas. PARKING PLAN All parking will be coordinated by the Sierra Gates parking staff attendants in designated parking areas. All areas are chosen for easy ingress/egress as well as being centrally located near the facility. With the average wedding of 250 guests, we will groom and maintain 65 parking spaces with overflow capable of 28 additional spaces (Exhibit “D”). However, due to the nature of this business, attire worn by our guests create a necessity of, not only controlling dust, but creating an ongoing program to help eliminate it. This can be achieved with the following two methods. 1. Monthly & Quarterly Maintenance Due to the traffic patterns of incoming and outgoing vehicles, our goal will be to periodically maintain the depth of Meridian stone on the driveways and parking areas. This will reduce the chance of the subsurface soil being disturbed. This will be achieved with monthly grading of the roads returning displaced stone to the center and the quarterly addition of more stone when necessary. 2. Watering On the day of the event, one hour before guests are due to arrive, the driveways and parking areas will be watered down to further eliminate any top-level dust that has accumulated through grading and daily use. We will utilize a 550-gallon Multi-Quip water trailer equipped with a rear spray bar and fire hose that will thoroughly coat any area of concern. 3. Signage Temporary DOT approved speed limit signs will be placed along the driveway posting speeds to be kept at our below 15 MPH.
