Dear Tristan and the planning team,
I am submitting a pre-proposal for a kennel permit for use at 2810 Chico Ave in Chico. I
wanted to reach out first to introduce myself and outline what I would like to do at the
property to be in line with all of the rules and regulations in the area. With your approval and
guidance, I am happy to fill out the official paperwork and pay the fees associated with a
permit
With your permission, I would like to use this home and the 5.27 acres of land as a small dog
rescue. I have applied for my 501c3 and should be able to show you the official document in
the next few weeks and will be able to supply that if I am able to officially apply for this permit.
I went over the requirements for the minor use permit with Tristan on the phone and the land
meets the requirements but since the home is so close to the street and property line of the
neighbor, I wanted to supply some additional information so you have a better feeling for the
area. Below is an image of the 5.27 acre lot with the 3,000 sq ft home resting at the tip of the
property. The black line is where the approximate property line is. The line on the right of the
image will have a 6 ft cedar fence and the small black box surrounding the home is where an
existing wire fence encloses the area around the home. This is where the dogs will roam
most of the day, under my supervision. They will also have full run of the area when it’s time
for exercise. The border on the left to the adjacent property is lined with trees and a wire
fence. The land used to be a kiwi farm but the orchard has since been uprooted.

A concern Tristan vocalized with me over the phone is the proximity to the
property line in the neighboring land. I measured out the distance to the
surrounding structures and outlined them below:
Distance from home and the nearest home on the neighbor lot is 239 feet. This
home previously was owned by the same person with 10 acres owned together.
There will be a wood fence between my home as well as a wire fence (see first
image) that is set back over 20 feet from the wood fence.

About myself and On The Road To
Rescue
Above is a photo of myself and my 4 dogs from left, Cooper, Max, Lucy, and Buddy. They are all rescues that
were headed to death row.
I moved to Chico in 1991 and attended Chico State. During my college days, I
played on the Chico State Basketball team and was an assistant coach in 1994. I
then worked for Fox 30 and although it was a hard decision, I moved out of town
for work. I moved back in 2015 to call Chico my forever home. Since moving
back I started volunteering at the Butte Humane Society and found my life
purpose… rescuing dogs. In the past year I’ve spent hundreds of hours
volunteering at the humane society as well as personally fostering dogs from
Chico’s city shelter, Wags and Whiskers, and other outside rescue groups to save
dogs from Mexico. Because of my forever pack of 4 dogs, I am extremely careful
on the foster dogs that I bring home to make sure they will get along with my
pack. The maximum amount of time that I’ve had a foster is a few weeks at the
most. I have a strong following and fortunately, I am able to get the word out
about them to quickly get them adopted.

Success Stories - some of my
recent fosters
This is Russell. He was surrendered to Wags
and Whiskers by the relatives of his owner
because unfortunately, his owner had to go
into hospice care. I quickly took him in so
he didn’t have to be in a stressful kennel
environment. After a few days with us, he
was adopted by Jessica who always wanted a
senior pug to call her own.
This is Kiwi. He was brought to Chico on
vacation with his family. The family
brought him to the Chico city animal
shelter and stated that he “bit a child.”
We don’t know exactly what happened
but Kiwi went into quarantine for 10 days
and after that time, the family was called
and they went home to San Diego and no
longer wanted him. I took him in with my
pack and a sweet couple found the dog
they always wanted.
This is Summer. She came to the Butte
Humane Society as a stray. I immediately took
her home and took her camping with my pack
and kept her with us until a forever family was
found. She now lives a happy life with her
forever family.

permit - whichever the county feels best applies to my situation.

What:
Special Use Permit to house dogs temporarily
I plan to house NO MORE than 5 temporary foster dogs at at ANY one time.
All dogs will live inside of the home with me and my boyfriend. They will
be supervised by me at all times. I am dedicating my time and life to
helping dogs. All dogs must get along with my pack. This small rescue
will never take in puppies or aggressive dogs, but rather will focus on
saving adult dogs that have found their way to the shelter somehow, dogs
found living on the streets, or senior dogs needing help.

Why:
I want to help the community by hosting homeless dogs until their forever
home is found. If I am able to foster dogs in my home, it opens much
needed kennel space for the city shelter, humane society, and other
rescues in the area.

Thank you so much for your time reviewing my proposal. I am happy to
send along letters of recommendation from the Butte Humane Society,
Chico Animal Shelter, Wags and Whiskers, and other rescues I’ve worked
with.
Most of my time will be spent traveling to high kill shelters to rescue dogs
and bring them to local rescue groups all over California. If I am not able
to find the space at local shelters, I am asking your permission to
temporarily house up to 5 dogs on my 5.27 acres of property until homes
are found for them. Usually that is within a few weeks time, at the most.
On average, I host dogs for just under a week before a forever home is
found. I do not charge adoption fees and I am not looking to make money
from this. I am simply wanting to save lives.
I am a very good neighbor and have relationships with all neighbors around
me. I an extremely sensitive to barking dogs and because I take my dogs
to the park and exercise them daily, they don’t have a problem with
boredom and only bark when someone comes to the home.
I am happy to answer any questions you may have and am happy to show
you around to inspect my home and property.
