Bose, Secretary Federal Energy Regulatory Commission 888 First Street, NE Washington, DC 20426 Subject: Poe Hydroelectric Project, FERC Project No. 2107-CA Tributary Access Monitoring Plan Documentation of Consultation Dear Secretary Bose: In a letter dated July 23, 2020, the Federal Energy Regulatory Commission (FERC) approved the Tributary Access Monitoring Plan (Plan) for Pacific Gas and Electric Compa-2107). In ordering Paragraph B, FERC directed PG&E to file documentation of consultation with the resource agencies on whether to collect data during a given year and notification of when the annual field data collection is to begin. This notification must be filed with the Commission by December 31, annually, until such time that the determination occurs. PG&E and the agencies have made this determination completing this requirement, please see discussion below. PG&E held a meeting on December 11, 2020 with the Forest Service and State Water Resources Control Board (SWRCB) to consult annually by December 31st to request updates on the progress of CalTrans improvements at the mouth of Mill Creek and conditions at Flea Valley Creek to determine if tributary access monitoring should begin in 2021. Due to ongoing Caltrans construction work at Mill Creek that is scheduled to be completed in June of 2021, PG&E, Forest Service, and SWRCB agreed that tributary access monitoring will be postponed until 2022. Waiting until 2022 will allow the first monitoring year to be fully complete (Monitoring will occur in March, June, August, and October) and will allow the improvements at Mill Creek to endure a winter of higher flows before the first year data collection would begin. PG&E will submit the first annual observation monitoring report to FERC by March 31, 2023. PG&E followed up with an email on December 24, 2020, documenting this consultation with additional resource agencies. Additional concurrence was received from the California Department of Fish and Wildlife (CDFW) and the U.S. Fish and Wildlife Service (USFWS) and is included as Enclosure 1. Ms. Kimberly D.
