I wanted to bring to your attention a change to my request to bring a letter to the Board regarding

the extension of the conveyance agreements. At the February 23 meeting, I discussed the need to
extend the conveyance agreements with the Department of Water Resources. The conveyance
agreements expire on December 31, 2021. We are seeking to have DWR extend the agreements for
10 years to coincide with the lease agreements we have with Palmdale Water District and the
Westside Districts. At that time, I understood that Butte, Palmdale Water District, Dudley Ridge
Water District and Kern Water Agency would send letters from their respective boards to DWR
requesting a 10 year extension of the agreements. Based on a meeting this week, DWR indicated
that they would accept requests signed by agency managers. This appears to be the normal process.
The next step would be for the agency managers to send a joint letter to DWR next week. The Board
will be copied on the letter. DWR would then begin the process of drafting the extension to the
agreements that will be brought to the respective boards for approval.
I would like to proceed with sending the joint letter signed by me and the other agency managers.
Please let me know if you have a concern with me proceeding in this manner.
