Agenda Item: 5.02 Medi-Cal Managed Care Model Transition
Dear Honorable Board of Supervisors:
Anthem Blue Cross has proudly provided Medi-Cal coverage to Butte County residents since 2014. We
are writing today to underscore our commitment to Medi-Cal members and to the communities in
which they live. As the county deliberates changes to its Medi-Cal contracting model, we want to ensure
the Board has a complete view of services provided to members and the partnerships that Anthem Blue
Cross has developed throughout the county.
Anthem Blue Cross serves nearly 24,000 Medi-Cal beneficiaries in Butte County and represents one of
two options for Medi-Cal members. We provide a wide range of support services and activities aimed
toward both our members and the provider community, below are some of the initiatives we have
recently supported:
• Local County Support: iPads to improve telehealth access within County agencies. Funding for
training programs around behavioral health and ACE’s, Physicians Committed and behavioral
health marketing programs.
• Funding to support infrastructure with Butte/Glenn Medical Society, expanded opioid programs
through The Jesus Center, and a range of support for local homeless programs.
• Community partnerships and member outreach; direct to member food assistance programs
and financial support for safety-net organizations.
• Clinical support for local hospitals, clinics and members in Butte County: Behavioral Health and
RN Case Managers who provide assistance with care coordination, discharge planning and
engagement with Anthem’s clinical programs, i.e. High Risk OB, Disease management, etc.
• FQHC and physician assistance: telehealth programs and funding, flu clinic coordination and
sponsorships, EMR optimization activities as well as broad support via direct grants and
sponsorships that supports the local community.
• COVID-19: Provided free telehealth access for all residents for urgent care and behavioral
health. Distributed hand sanitizers, thermometers, and hygiene kits to County agencies for
community members.
Choice of and access to quality health care has never been more critical. Thank you for the opportunity
to provide this overview of the work that Anthem Blue Cross has done to provide health care for Butte
County residents. We recognize that the Board has important decisions to make around the provision of
Medi-Cal services to members and that building out a managed care program in the county was not
without its early challenges. We greatly value the partnerships we have established in the county and
are proud of the work accomplished on behalf of Medi-Cal members. We look forward to further
discussions around exploring the best options for beneficiaries in the community, and the opportunity
to provide a deeper understanding of our commitments in Butte County.
