Blackett, P.E., Regional Engineer Federal Energy Regulatory Commission Division of Dam Safety and Inspections San Francisco Regional Office 100 First Street, Suite 2300 San Francisco, CA 94105-3084 SUBJECT: DeSabla Watershed Sudden Failure Assessments FERC Projects: 619, 803, 1962, 2105 Enclosure 1Contains Controlled Unclassified Information // Critical Energy Infrastructure Information (CUI // CEII) DO NOT RELEASE Dear Mr. Blackett: Pursuant to FERC Chapter VI: Emergency Action Plans (revised July 2015) Section 6-5, Pacific Gas and Electric Company (PG&E) has completed a sudden failure assessment (SFA) for the dams listed in enclosure 2 for the DeSablaWatershed, which includes the following Federal Regulatory Energy Commission (FERC) projects: Bucks Creek Project No. 619, DeSabla-Centerville Project No. 803, Rock Creek-Cresta Project No. 1962, Upper North Fork Feather River Project No. 2105. On December 31, 2020 PG&E submitted an EAP status report for the DeSablaWatershed. In the status report, PG&E indicated that we were nearing completion of updating the SFAs for all non-time sensitive PG&E EAP dams to verify if those dams continue to be non-time sensitive. PG&E indicated that we would provide the results of these SFAs to FERC by March 31, 2021. This letter and attached report serve as our submission of this task. The report is attached to this letter in enclosure 1. The dams assessed in the sudden failure assessment are provided in enclosure 2. The assessment was performed by Cardno, and PG&E has reviewed and accepted the study and concurs with the results. As a result of this assessment, PG&E is beginning development of a plan and schedule to reduce the excess response times and evaluate early warning technologies. PG&E requests to submit the plan and schedule for these items by September 30, 2021. Mr. Frank L.
