Applicant Blain Vinson is proposing a Special Events Facility located on this 27.14 acre parcel located within the Timber Mountain (TM)
zoning designation and Watershed Protection Overlay (WPZ). The parcel is located at 170 Casierra Drive, Magalia, CA 95954, north west of and adjacent to the Skyway, approximately 6 miles via the Skyway north of the incorporated Town of Paradise. The venue will be Wedding focused and also serve other event types. 90% of the events will be held outside. Events up to 350 attendees, Wedding
events will occur exclusively on Saturdays, with an initial forecast of 20 weddings per year. All food service will be the responsibility of the clients. The parcel is adjacent to PG&E property to the west, Sierra Pacific property the north, BLM property to the south and private holdings to the east. The Hendricks Canal runs through (north-south) within the front third of the property.
Departments Comments
Planning Division Land Use, Zoning, & Permitting
• 24-175.1 Special Events Facilities:
• Permitted in the TM zone with approved MUP
• Noise study to be undertaken by Bollard and Associates.
• Nearest sensitive receptor is SFD approx. 1,300 feet to the north east.
• Operational period no more than 12 hours per day within 7 am to 10 pm, weekdays or 9 am to 10 pm
weekends.
• Meets setbacks (30’).
• Outdoor lighting must be turned off by 11 pm. Lighting must comply with Butte County Code Article 14.
• Parking is described as 65 parking spaces with overflow capacity of 28 additional spaces – parking will be
valet type. The anticipated parking spaces (93) fall under the threshold level for a Traffic Study. 1 parking
space per 4 persons (equates to 372 guests).
• Site plan does not accurately show easement and road and driveways.
• Clarification in project description of what the indoor area will be used for – as described in the project
descriptions All indoor events will be limited….
• Applicant to provide picture of culvert
• Warming kitchen (i.e. microwaves, stove, fryers?) need commercial hood. Basic dishwashing per EH no food
prep in the area, not permitted to do this. Food trucks or food on site, not approved for any food prep. Make
sure applicant is aware of this. Food heating is fine (prepackaged) no cooking. That is not the intent of the
EH approval. Kitchen is for cleaning.

Public Works • Drainage? No because no new impervious improvements
• New road approach off of Skyway, construct road approach S-18B in the right of way.
• Ingress and egress S-18B maybe A, depending on road conditions.

Environmental Health • The following conditions are based on the statement that no more than twenty, 20, events will take place
annually.
Wastewater:
• Although septic systems exist on the parcel, portable toilets will be used for all events. The following are the
portable toilet requirements:
• Minimum of two toilets are required for up to 100 people in attendance. Three toilets are required for 101 to
200 people. Four toilets for 201 to 300 people, five toilets for 301 to 400 people, six for 401 to 500 people.
• Portable toilets must be kept clean and sanitary before and during any special event.
• Portable toilets must be emptied after each event by a certified wastewater pumper or sooner as needed in
the case of full conditions.
• Portable toilet usage must comply with the Butte County On-Site Wastewater Manual, Part Three, Ch.
17.C.3. Portable toilets must be provided by a professional portable toilet company and serviced by a
certified wastewater pumper. A current contract with a certified wastewater pumper must be provided at the
beginning of each year to indicate who will be servicing the portable toilet units.
• Parking will not be allowed over the septic tanks nor the leach fields.
Water:
• Since the water well will be used for less than sixty, 60, days of the year, this does not meet the definition of
a public water system. It is recommended to complete bacteriological sampling on a monthly basis, nitrate
sampling annually, and to flush the water system before events. NOT A CONDITION OF APPROVAL.
• If the water well will be used for more than sixty, 60, days of the year by 25 or more people, the facility owner
must contact Butte County Environmental Health for additional requirements.
Food:
• Food intended for private parties shall be provided by licensed caterers or by the party itself. All community
events that are open to the public shall be permitted by the Butte County Environmental Health Division
Solid Waste:
• Garbage generated at the facility shall be kept in non-leaking containers with lids and removed from the
premises weekly. Garbage produced on a daily basis shall be bagged and sealed.

Butte County Fire/Cal Fire • ***Check with Chris on turn around****
• Per application, if building occupancy is 50, occupancy needs to be changed from "R" to "A"
• A 13R or 13D sprinkler system for the building is not acceptable for an "A" occupancy
• 30 GPM Well is not capable of supporting sprinkler system
• Construction, installation or development of buildings and/or roads, driveways, gates and bridges on
parcels/lots shall comply with the latest California Fire Safe Regulations—Public Resources Code 4290,
4291, Butte County Improvement Standards, and adopted California Building and Fire Codes, whichever is
stricter.
• Marking of Fire Lanes as per map. California Fire Code Chapter 5, Sections 503.3 and 503.4
• A Fire Safety and Evacuation Plan shall be prepared and maintained per California Fire Code Chapter 4,
Sections 403 and 404.
• Occupancy Load signage updated and posted, to include occupant load for standing, chairs and chairs and
tables. California Fire Code Chapter 10, Section 1004.3, and California Code of Regulations Title-19,
Division 1, 3.30.
• All interior finishes and decorations must comply with the California Fire Code Chapter 8 and California
Code of Regulations Title-19, Division 1.
• Buildings will be subject to Annual Inspection.
• Create and maintain defensible space around all building and roadways

Building Division • This is an existing house being converted into an assembly building. A change of occupancy permit will be
required for the new use. Full plans drawn by a CA Registered Architect or Engineer will be required. Some
of the big upgrades that will be required are:
A. Accessibility upgrades. Will have to pave accessible parking stalls and path of travel to the parking stalls
B. Means of egress upgrades. Exit doors, hardware on all doors, etc.
C. Kitchen- will this be used for cooking or just for heating up stuff? Upgrades to nonres kitchen might be
required.
D. Sprinkler system- this house has a 13D system. If sprinkler are required for the new occupancy group, it
will require upgrades to a NFPA 13 system.
