Good afternoon Board members –
At last week’s meeting, the Board asked Public Works to report back on updates to the
published Improvement Standards since their adoption in 2006.
There were two resolutions adopting updates to the Improvement Standards in February 2009
and February 2020. I’ve attached both resolutions along with a redline accounting of the
changes for your reference.
During our review, we found that the digital copy available to the public online did not reflect
some of the adopted changes. Our team is working to revise and update the public digital copy
to accurately reflect these changes. We’re not aware of any issues that have resulted from this
discrepancy but grateful for the opportunity to resolve the issue. I expect the revised copy to
be uploaded in the coming weeks. I appreciate the Board bringing this to our attention.

R EPLACE THE FOLLOWING EXISTING TEXT OF S ECTION 10:
10.05-3.01 Use Chart D-1 (Oroville Area), D-2 (Paradise Area), or D-3 (Chico Area) to determine rainfall
intensity in inches per hour for a 10-year and a 100-year frequency storm. In no case, shall the
time of concentration be less than 10 minutes.
W ITH THE FOLLOWING TEXT:
10.05-3.01 Use current National Oceanic and Atmospheric Administration (NOAA) point precipitation
frequency estimates from online website mapping tool at
https://hdsc.nws.noaa.gov/hdsc/pfds/pfds_map_cont.html?bkmrk=pato determine rainfall
intensity in inches per hour for a 10-year and a 100-year frequency storm. Utilize precipitation
data from 5-minutes through 24-hours in hydrology calculations. Provide documentation of the
project site location and NOAA data used in calculations. Documentation shall be a digital or hard-
copy printout of the website information.
In the event the NOAA Website is not accessible, use Tables D-1A through D-1N.

1.Revise Section 9.01-2 to read as follows:
9.01-2RS-2 All Urban Land Division TypeRoads -Urban development

RS-2C Short Cul-de-sacstreet (less than 500’, no onstreet parking)

2.Revise Section 9.03-1 to read as follows:
The following standards for the design of geometric and structural
