Oroville, CA 95965 Dear Mr. & Mrs. Rubiolo: This letter is to follow up on my site visit conducted on January 14, 2021 at the charitable food distribution facility located at 13420 Cirby Creek Rd., Oroville, CA 95965, dba: I Am’s Garden During my site assessment I observed the operation of a mobile food kitchen out of a travel trailer. The property owners also live on the property in a separate trailer since their mobile home was destroyed in the Camp Fire. The mobile food kitchen is being operated to provide dinners to those in need in the community in Camp Fire burn scar. This is a very remote area and the nearest food facility is miles away. Butte County Public Health, Division of Environmental Health has confirmed that there is a functional septic system at this location that is sufficient to serve the two trailers. Water tests taken on 2/16/21 of the onsite well demonstrates it is clear of bacteriological and nitrate contamination. Normally this facility would not be an approved mobile food facility nor would it be feasible to make it meet Cal Code requirements, however, I observed the facility is currently being operated in a manner that protects food safety and public health. In consideration of the Camp Fire and the service you are providing the community, Environmental Health would like to approve your operation on a temporary basis (as a temporary food vendor) for a time period of 6 months while you work toward obtaining an approved operation (i.e. approved Mobile Food Facility (MFF)). You must meet the following conditions for temporary approval:  Work directly with Butte County Department of Development Services for any required permitting, such as an administrative permit for temporary dwelling.  Conduct water quality sampling on a quarterly basis for bacteriological.  Submit application for a non-profit Temporary Food Facility (TFF).  While operating a TFF, work toward an approved facility within 6 months which could be an approved MFF or site built kitchen.
