Pre-Application Conference
Pulga is a historic town being carefully revitalized to enhance and support the arts, ecology and
culture of Butte County and the Northern California region. Through hardwork and dedication
from an expansive network of regional experts, tradesmen,and an incredibly supportive creative
community, Pulga is breathing a new life into the strong roots of this once thriving railroad town.
After the devastating setback of the 2018 Camp Fire,the 2020 pandemic and a harrowing
personal loss, Betsy Ann Cowley (Pulga’s owner and permanent resident) is working with the
educational non-profit Space Saloon to rebuild, reinvent and rebirth the potential of this
sprawling 60 acre site.
Pulga is a rural, unincorporated town in the Feather River Canyon, in relative proximity to many
other small, mountainous regional communities. Through the establishment of a long-term site
development plan, Pulga is working towards its permanent campus focused on supporting
regional and international artists, outdoor sporting initiatives, and ecologically focused
education programs, providing living and working spaces and hosting groups for related events.
In addition to these support services, Pulga is seeking to leverage the possibilities of this unique
historical site and develop small scale local businesses that support the mission of the town’s
revitalization as well as the community at large.
Through both the procurement of event support services and the development of these
alternative businesses, local economic growth, job creation and professional development will
be increased and sustained. By supporting and strengthening the local artistic, historical and
ecological community through the establishment of a dedicated campus, community
empowerment and social cohesion will be improved,creating sustainable and long-lasting
partnerships in the area. Our priority community is the network of surrounding towns as we aim

to create new, resilient models based on cultural and environmental tourism, local asset building
and ecologically focused art events.
Our approach to development is focused on three stages of growth based on a short term (1-4
years), mid-range (4-10 years) and long term growth (10-30 years). While a majority of the
requested permissions from Butte County focus on the short term development plan, we hope
this Pre-Application Conference will illuminate the ideal directions for us to grow into a
long-term sustainable site as a model for other similar communities in the region.
Short term goals:
Our short term goals include obtaining all appropriate approvals and permitting to be able to
operate as a special events facility and short-term rental/camping space. All of the provided site
plans and building drawings are of the existing property and are ready to support these
functions.
Special Events Facility
To gain initial capital investment to support our initiatives, we would like to utilize the potential
of the site to host special events - ceremonies, educational events, weddings, receptions,
corporate events and other similar functions. Both Betsy Ann Cowley and directors from Space
Saloon have previous expertise successfully planning and managing large and small scale
events. For events ranging from 50-150 guests, we would pull from our local professional
contacts to build the appropriate team of support—parking attendants, service staff,
maintenance crews, cleaning staff, registered health and safety personnel, security teams and
mobile catering services, to name a few.
Special events would take place over weekends, for no more than 2 consecutive days, not
including a day or two at each end for set-up and take-down. The operational hours for the
events would be from 10am to 10pm.
The site currently has approximately 60 parking spots that do not obstruct roads in any way. For
larger events, we have special permissions with Pines Yankee Hill Hardware for temporary
overflow parking and can arrange a shuttle service to bring guests safely in and out of Pulga.
Large buses can also access the site and have ample space to turn around and park at the end
of Pulga Road. Pulga Road, connected to CA-70 is on average 12 feet wide with several wide
shoulders for passing.
Events will take place primarily outside, using the property’s ample green space. The Club House
(670 sqft) and existing shipping containers will be used as storage and commissary to support
catering services. The School House (1245 sqft) will be used for entertainment with a maximum

occupancy of 120 people. The closest properties with any active residents are well over 1500
feet away from property line to property line, and the closest physical resident is approximately
ten driving miles from the property. In addition to the site’s six septic tanks, we will hire portable
toilet services for group events over 60 people. Potable water is supplied via the site’s natural
spring well, with three reserve tanks holding up to 7500 gallons for emergency use. Guests will
be required to pack-in / pack-out trash, however there are ample compost, recycling and trash
bins scattered throughout the site which are maintained by Pulga staff.
We are currently working towards the purchase of an ABC license type 41 (On-Sale Beer & Wine)
to accompany the special events. Which parcel or space is appropriate for the license is
something we would like to discuss and understand the specific details of.
Short-term Rental
Due to both the nature of the special events and the location of the site, we would like to host
guests overnight. This plan parallels our other immediate ambition for the site - the
establishment of short-term rental cabins and houses for use throughout the year. While
occasionally used for special events, the primary use of those spaces would be as short-term
rentals. With up to 6 current domestic structures (Fern, Bunk, Long, Hill, Office, Boat) connected
to electric and (4) septic systems, this gives us the possibility to host approximately 11
bedrooms or 24 people overnight. The smallest unit (Boat) is 280 sqft and the largest (Long) is
1300 sqft. Another set of 4 domestic structures in Whiskey Flats (235 sqft each) and a small
cabin (Pink) are connected to a septic system but need to be wired to the electric utility.
Additionally, the Club House’s top floor can be renovated into more habitable space, as it is
connected to septic, but needs to be wired to electric.After this is achieved, this would allow us
up to 7 more bedrooms or an additional 16 people.
The short-term rentals, when outside of the Special Events Facility uses, would be rented for no
more than 30 days consecutively for no more than 180 calendar days throughout the year. We
expect to host primarily in the Spring and Summer months and there would be at least one
full-time resident on site 24/7 to manage the property,oversee any rentals, as well as support
staff for maintenance and cleaning.
Additionally there is already ample open workshop space for wood and metal tools, as well as
traditional media like painting, sculpture and other small crafts. Once the site is established and
is earning a sustainable income, we would like to expand the potentials of the workshop spaces
into other media such as ceramics, textiles and body art (tattoo). This may include the
construction of new accessory structures to house the workshops. These initiatives will provide
us with the ability to attract both regional and international artists to the area, opening up
opportunities for workshops, festivals and conventions that increase tourism to Butte County.

Camping
Outside of the programmed special events and short-term rentals mentioned above, we would
like to host outdoor arts, educational and recreation events. These camp-like events would last
anywhere from a weekend to two consecutive weeks and host up to 60 people. Therefore, we
would like to pursue the possibility of camping sites in addition to the indoor short-term rentals.
The site has a collection of 45 open structures each approximately 80 sqft in area which are
ideal to convert into camping platforms. These platforms would be used for no more than 14
days every 30 days. Several ‘outhouses’ are connected to the septic systems; with the addition
of portable toilet services this would mean no more than 10 overnight guests would use each
septic.
It should be noted that any special events, short-term rentals, or educational camping will not
happen simultaneous if unrelated to one another. However,it is anticipated that some activities
will require all three requested uses (i.e., a weeklong camp that has guest renting cabins,
students camping and special related events on the weekends with larger groups). With these
three things accomplished, the town of Pulga could successfully achieve its immediate goals of
providing a sprawling and inspiring facility focused on supporting rich history of the town of
Pulga.
Mid-range to long-term goals:
Our ambitions for the site go beyond the arts based initiatives described above. We would like to
see the town of Pulga return to some of its original spirit - a thriving town with residents and
social enterprises focused on sustainable environmental practices, highlighting the unique
region. After our short-term goals are achieved, we expect to accrue enough capital to begin
investing in some mid to long range goals aimed at bringing economic opportunities to Pulga
residents and regional businesses alike.
The agricultural history of the site is rich; William King farmed the majority of the produce for the
neighboring small towns up the canyon. In that spirit we would like to invest in products which
already grow naturally in the area - apples, grapes,blackberries, elderberries and lavender. We
would like to open a small micro-distillery focused on growing, harvesting, processing and
distilling these plants into both alcoholic and non-alcoholic beverages for off-site consumption.
In addition, given the unique spring water coming from the site, we would like to pursue off-site
bottling options. The distillery itself could be located in the Western hill of APN 001, where apple
orchards once existed. We would seek out an ABC license type 04 (Distilled Spirits
Manufacturer) to accompany the license type 41.
Drawing on the area’s touristic potential for outdoor recreation, we would like to provide services
which benefit overlanders, hikers and other adventure tourists passing through the area. We

would like to bring back the General Store which once thrived in ‘downtown’ Pulga, selling goods
related to these types of visitors. The General Store would also sell items that benefit the
short-term renters and campers, and items produced by the working artists. Additionally, the
current workshops could be expanded into professional services such as a vehicle repair shop.
As we engage further in researching the indigenous plant species that live in Pulga, we would
like to open a nursery for propagating and selling these plants to the public as well as donate
them to organizations supporting reforestation efforts.Drought-tolerant species that can have a
long-term effect on the region’s domestic landscape are something we would like to promote
and support. Additionally, as we seek to expand our livestock (goats, chickens and hogs) we
would like to explore options for small-scale sustainable and organic butchery, potentially selling
the products to the public through the General Store.
As the development evolves, we would like to grow the School House into a functional space for
serving food and drinks to the public, serving the day visitors and overnight guests. This location
could also encompass the General Store services as described above, depending on zoning use
and allowances. As all four properties are currently zoned as Timber Mountain (TM), we
understand there may be potential conflicts with our request for commercial uses. We would
like to strategize with the county in understanding the ideal options for operating businesses
within the site. We do not know if this would entail a Zone Change to some of the three smaller
parcels, a Lot Line Adjustment, Subdivision, or a combination. We believe the unique site offers
plenty of opportunities for supporting creative, ecological and social growth, and would like to
pursue these possibilities in ways which promote public safety and environmental care.
With more opportunities for supporting social enterprises comes a need for more housing for
staff and more permanent residents. Two houses were destroyed in the 2018 Camp Fire, and
several others in the flood of 1997. These locations are noted on drawing sheet S-5. We would
like to grow the amount of units on site in order to maintain a balance between Pulga
staff/residents and short-term rental spaces. Again,we do not know what the best course of
action for this growth may be, but are willing to discuss changes in zoning, lot lines and
subdivisions to achieve this. Spaces such as Fern Gully, Whiskey Flats and the South Hill are
separate and private from ‘Downtown’ and may offer opportunities for redrawing property to
allow for more residential units. If an increase in residential units is not possible, we would still
like to find out how to increase the amount of short-term rental spaces.
FInally, we understand that as activity increases on site, so does the demand on energy. A long
term goal for the property is to reach zero-energy,setting a model for sustainable development
in the region. To do this we would like to explore options for solar power and even experimental
forms of energy generation such as hydro-electric power, bringing back the historical methods
of the town’s early inhabitants. Included in this energy plan is the development of a sustainable
site-use plan that aims to reduce waste and water use.

1. Identify any applicable proposed development schedule,including anticipated, incremental, or
phased development and all associate projects.
As described in the project narrative:
Short term development (1-4 years) focuses on the establishment of a permanent arts,
education and recreational activities campus supporting short-term stays, special events and
camping (for outdoor education). Potentially there would be construction of one to a few special
structures for holding studio space, not connected to utilities. In addition to these educational
events, weddings, corporate retreats, family reunions and other social gathering events would be
held to raise capital for the campus.
Mid-range development (4-10 years) focuses on the sustainable development of ecologically
friendly local businesses that support the unique diversity of the site’s landscape, encourage
local outdoor tourism and offer food and product services to the public. This will create more
products to sell to the public as well as create more jobs. Additionally, the site will aim
alternative energy sources to achieve a zero-energy site, as well as seek to limit waste and water
use through the development of a sustainable site-use plan.
Long term growth (10-30 years) continues the development of the aforementioned projects, but
focuses on an incremental increase in habitable structures on the property, growing the ability to
house both residents and guests. Additionally, the sustained business development will allow
larger initiatives like the distillery to bring even more permanent jobs to the site.

3. Describe the site as it exists before the project,including information on topography, soil
stability, plants, animals, and any cultural, historical,or scenic aspects. Describe any existing
structures on the site and the use of the structures.
Pulga’s rich history was born of the indigenous Pulga-Maidu/Konkowi people tucked in the
Plumas Forest. In 1904 the town of Big Bar was founded by William H. King in anticipation of the
Western Union rail construction. In 1910 the rail opened and the newly renamed town of Pulga
boomed with visitors coming for outdoor recreation,mining and gold prospecting. In 1927 it is
recorded that the town contained a saw mill, general store, post office, bar, dance/pool hall,
restaurant and school, along with a hotel, many cabins and small houses with upwards of
200-300 people residing. The creek once provided hydro-electric power to the saw mill and other
town functions.
In 1978 it is recorded that the town contained a barn,terraced hillsides with orchards and
organic gardens, a woodshop, pottery studio, schoolhouse,wood heated sauna, a greenhouse,
chicken coop, goat fencing and a ‘full-sized tepee’.The residents opened an all girls summer
camp and successfully operated camping grounds on the property. It is recorded that up to eight
houses were being lived in by full-time residents.In 1994 the King Estate sold the property to
Lorraine Paloma. It is recorded in the sale that the property contains 10 functional houses and
cabins. Paloma and her partner, Fred Leidecker open the Mystic Valley Retreat and School of
Hypnotism, and record 8 permanent residents. In 1997 a flood, wind storm, and fallen trees
destroyed the general store and three houses.
In 2015 the property was sold to Betsy Cowley - TOP2 LLC. In 2018 the property suffered a loss
of two habitable structures and several accessory structures due to the Camp Fire, along with
many electric poles on the “South Hill”. There are currently 6 houses connected to electric lines
and septic systems. The schoolhouse is connected to electric and has its own septic system.
Whiskey Flats (4 units), Pink House and Club House have septic but need to be connected to the
electric line. There is a woodshop, metalshop, barn,chicken coop, outdoor wood-fired hot-tub, 4
shipping containers and 45 small accessory structures for storage.
The majority of the structures are located in the property’s valley, with the small Flea Valley
Creek running through. The schoolhouse is located near the top of Pulga Road and has views
down to the valley, Feather River Canyon and surrounding mountains. As the property is
surrounded by the Plumas National Forest, the plants and animals in Pulga are representative of
the region.Oak, bay, madron, pine and cedar trees are scattered throughout the property, though
through sustainable forestry practices, the property is continually cleaned of its dead or
potentially dangerous trees. Other wild plants include lavender, grapes, elderberry, and
blackberry, however our continued research into the landscape and indigineous species
anticipate a more comprehensive list. Domestic animals include goats, hogs, chickens, turkeys,
ducks and guardian dogs.

4. Describe the surrounding properties, including information on plants, animals and any
cultural, historical, or scenic aspects. Indicate the type of land use (residential, commercial,
etc.), intensity of land use (one-family, apartment houses, shops, department stores, etc.), and
scale of development (height, frontage, setback, rear yard, etc.).
The surrounding properties are all zoned Timber Mountain with a use listed as “Miscellaneous”
and part of the Plumas National Forest. The property borders the Western Pacific rail on the
south side. No residential or commercial neighbors / structures surround the property.
The surrounding area is primarily timber forest (oak,pine, bay, madrone, cedar) and contains a
few small creeks which drain into the Feather River.

Because of the site’s access to PG&E substations and transmission towers, Caltrans / Union
Pacific maintenance facilities and Sprint’s Fiber Optic Cable station, the site sees a lot of
research activities conducted for these organizations both before and after the Camp Fire
restoration efforts. Betsy Ann Cowley maintains strong,mutually respectful relationships with
each organization and their responsible supervisors.
PG&E, caltrans, calfire, and the forestry service have contracted several archeology reports for
the site and surrounding area. They have also contracted many environmental surveys on
riparian vegetation, fish, birds, and benthic macroinvertebrate.
As part of ongoing Forest Management Plans from Butte County and related organizations, the
site has seen substantial support and resources for the sustainable management of the region.
Pulga has many strong relationships with the Forestry Service, Cal Fire, International Line
Builders and other private forestry companies to ensure the safety and preparedness of the
region.
Currently we are working with the Butte County Resource Conservation District as they survey
the land for the Pyrodiversity Project. The purpose of the environmental assessment is to survey
the area and to eventually create an environmental document that could include the application
of prescribed fire on cross-boundary (federal and private) land in order to modify fuels regrowth;
prescribed fire treatments have been collaboratively planned in this project area since 2018
(following the Camp Fire) – collaborators on this project include the California Dept. of Forestry
and Fire Protection, Sierra Pacific Industries, USDA Forest Service, the Butte County Fire Safe
Council, the Bureau of Land Management and the Butte County Resource Conservation District.
Pulga also has a long lasting and sustained relationship with the Butte County Historical Society,
who has documented the unique history of the region spanning at least two centuries. The work
of this organization has shown that Pulga has a rich history of land use and activities.
Finally, as this project proposal was initially part of a National Endowment for the Arts grant
application, we have received the written support from Shari McCracken (Chief Administrative
Officer) and Bill Connelly (District 1 Supervisor),as well as several local art based institutions
including the Feather River College, Chico Art Center and the Museum of Northern California Art.
