DearChicoCityCouncil,ButteCountyBoardofSupervisorsandstaff: ThereareseveralgreatarticleslatelyabouthomelesssolutionsthatIwanttosharewithyou,inadditionto askingthatyouagendizeourNorthStateShelterTeam's(NSST)proposal(s)-sentbyCharlesWithuhn.Itwas ontheAgendainFebruary,andwasrejected.Anupdatedversionsitsonyourdesksnow,waitingtobe agendized.Incity'sresponsetothelawsuitbyLegalServicesofNorthernCalifornia,Chicocityattorney erroneouslystatedthatChicoisworkingwithNSSTonitsproposalfortheuseoftheCaltransParkAndRide bythepolicestation,whenitwasinfactrejectedbythecitycouncil,aswereallitemsVinceEwinglisted.I believethecityisfinallyseriousinfindingsolutions,andtheproofwouldbetoseehomelesssolutionsonthe AgendasASAP,beforetheJune4thdeadlineofadraftsolutionsagreementtoJudgeEngland. "Safeparkingprogramsprovidehomelesspersonslivingintheirvehicleswithasafeplacetoparktheir vehiclesovernightandofferresourcestoassistwiththetransitiontomorestablehousing.Theveryfirstsafe parkingprograminthecountrywasestablishedinSantaBarbarain2004 informerCountySupervisorNaomi Schwartz’sdistrict,whothebillisnamedaftertohonorherroleasanoriginalchampionoftheprogram.Safe parkingprogramshavenowspreadacrossthecountry,butthereremainslimitedfederalfundstorunthe operationalcostsassociatedwiththeprogram. TheNaomiSchwartzSafeParkingProgramActof2021establishesfive-yeargrantsthroughtheDepartment ofHousingandUrbanDevelopment(HUD)forcitiesandlocalgovernmentstoapplyforupto$5million dollarstoestablishorexpandexistingsafeparkingprograms.Grantsmaybeusedfor: Establishingandoperatingsafeparkingprograms. Providingpermanentrehousingassistancetofamiliesusingthesafeparkingprogram. Employingstaffwhomaintainthesafetyandhealthofparticipants. Establishingandmaintainingtheoperationofhygienefacilitiesandrestroomsforhomelesspersons. Maintainingthevehiclesofhomelesspersonsusingasafeparkingprogramandprovidinggasforsuch personstousetheirvehiclestodrivetoplacesthatwillhelpthemobtainormaintainhousing. EnteringdataintotheHUD’sHomelessManagementInformationSystem. Safeparkingprogramsmustprovideservicestofacilitatetransitiontomorestablehousingforparticipants. TherearealsoHomeless,HousingAdvocacyandPreventionProgram(HHAP)fundsthatmaybeabletohire severaloutreachworkerstoassistthecampersinaccessingotherservices.Thisfundingwouldneedtobe awardedbytheCoCCouncilforthisparticularserviceafteraRequestforProposalshasbeenrunandthe subsequentselectionprocessfollowsthrough.Thiscouldeasilybe90-120daysout.Thereisnoguaranteefor fundingandthereareseveralotherprojectslookingatthesefundsaswell(forexample,CHATwillmost likelyapplyforfundsforEverhartVillageetc).ThesefundscanbeuseduntilJune2025sotheywillbe competitivebecauseoftheirlongevity.Forthecampgroundtheyarelimitedinthetypeofservicesyoumight get.Asmentioned,thepossibleuseofthehygienetrailers,somecounselorsforoutreachservices,port-a- potties,handwashingstationsandpotablewater. Now,ifthesanctionedsheltersite(noticechangeofvocabulary)issetupwithPalletShelterstheStatehas alreadyinformedmetheywouldallowHHAPfundstobeusedforshelteroperations.Thisallowsforthe hiringofon-sitestaff,security,meals,port-a-potties,handwashingstations,andotheressentialservices associatedwithashelter.TheStatedidsaythiswouldbesupportedgiventheunitswerePalletShelterunits becauseIspecificallyaskedthemaboutthoseunits.Theunitswouldhavetobemorethanabasicunitand includeenvironmentalcontrols(ie.heatandair).Ididnotinquireaboutothermicro-shelteralternativesso we’dhavetorunthispasttheStategrantmanagementteam.Wewouldalsoneedthistobefundedbythe sameHHAPfundsthatothersarelookingforanditwouldhavetogothroughthesamepreviouslymentioned competitiveprocess.Ifawardedthough,itisamoreservicerichintervention.
