Pursuant to current State Public Health directives to shelter-in-place and practice social distancing due to the
COVID19 pandemic, and as authorized by Governor Gavin Newsom’s Executive Orders N-25-20 and N-29-20, the
meeting was open to the public and county staff so long as they complied with the Mask Mandate. Members of
the public were also given the option to participate remotely from a safe location by submitting comments
electronically or by registering to speak live via the online platform WebEx.

Honorable Members of the Board,
I write today as one of several full-time, year-round residents of Butte Meadows and as
President of the Butte Meadows Jonesville Community Association. Our community, home to
200ish homes, is keenly aware of the potential for disaster in the form of wildfire to strike our
remote mountain community. In conversations with county fire officials, they are frank in
expressing their concerns about Forest Ranch, Butte Meadows/Jonesville and Cohasset. With
these concerns, and the lessons of the Camp and other Butte County wildfires in mind, as a
community, and an association in particular, we have dedicated ourselves to being informed
and prepared and promoting preparedness among our residents.
We are aware that the Camp Fire raged down the ridge at unimaginable pace, and one of the
challenges faced by emergency personnel was with adequate and timely evacuation and
emergency information notifications. As we are such a remote community, like Cohasset and
Forest Ranch, we anticipate that delivery of emergency messages and information would also
be a challenge in our area. While two-way communications in the absence of cellular
coverage, or telephones if power is out, can be accomplished via GMRS or HAM radio as is
being encouraged, not everyone will be inclined toward acquiring the necessary equipment or
licensing. An alternative for providing timely emergency information is imperative.
We were excited to hear that the Butte County Sheriff's Office had been doing research, and
identified a radio-based alert system that could be utilized to send timely emergency info to
citizens. The Sheriff's proposal for approval to acquire and implement that system is on your
agenda as Item 4.03 for your meeting tomorrow. We believe that the proposed system is
exactly what is needed to relay timely emergency information - especially to remote areas of
Butte County. Additionally, we believe it is a very appropriate use of the funds the county has
received from PG&E. We respectfully request, and strongly encourage your support of this
proposal, which will indisputably benefit all citizens of the county and further enhance our
collective disaster preparedness.

In my role as Field Coordinator for Forest Ranch with the Butte Co Fire Safe Council, I'm also
the Coordinator for the Forest Ranch Fire Safe Council with over 150 members. I'm a resident
of Forest Ranch as well, having moved there in early November 2018. Especially since the
North/Bear Fire of last year, one of my larger pushes lately has been to promote GMRS radios
and distribute them strategically throughout our community so there is a point person or
"Road Captain" available to their neighbors as a direct source of the most relevant information
during emergencies.
If the Board approves, I have already aggregated a list of residents who would be willing to
act as Road Captain to initiate the flow of information and get the word out. This effort had
been dramatically stalled by the effects of the COVID-19 pandemic and it has been a struggle
to keep momentum alive. Having the county fund the purchasing of radios would be a
significant jump-start to re-building enthusiasm in Forest Ranch regarding public safety and
promoting a Fire Safe mentality.
I strongly support the approval of this agenda item. Even if we can only get radios to those
who are trained/licensed for their use, it would be an enormous benefit to our community
and the potential to save lives is very real.

I am writing to address item 5.03. Alternates to Biomass. I feel this is a serious topic and any idea to introduce
BioMass Co-generation in Butte County creates a great risk to the health of our community. There are current health
issues in Butte County as a result of polluted air quality from wildfire smoke The long term effects on our people are
unknown, the short term effects are increases in asthma and sinus and lung infections. UC Davis is doing a study on
babies that were in utero and born during the Campfire Disaster. The Board of Supervisors has a responsibility to
maintain, encourage and assure the basic human rights of the community members that live here CLEAN AIR and
CLEAN WATER! Pay attention to this issue. From the way the agenda item is worded I hope it means the BOS is
seeking alternatives and has scrapped the dangerous BioMass Co-generation proposal. Thank you for your time. If
you need risk resources please refer to my previous public comments. The BOS must tap into sustainable healthy
ways to help our future. The answers and knowledge exsists it’s time to be forward thinking. KBrazil
