HomeMy WebLinkAbout21-056WHEREAS, Butte County, through the support of the Four County Memorandum of Understanding and associated
Addendums One through Four has made a commitment to integrated regional water management planning; and
WHEREAS, the Counties of Butte, Colusa, Glenn, Shasta, Sutter and Tehama have all agreed to support the
development of a regional governance board which consists of two (2) members and an alternate from each of the six
counties, appointed by the Board of Supervisors of their respective county for the development and oversight of the
activities of the associated integrated regional water management planning; and
WHEREAS, the Northern Sacramento Valley Integrated Regional Water Management Board (NSV IRWWM Board)
bylaws were updated and adopted March 2020 to reduce the number of members each County appoints from three to
two members. In addition, the bylaw changes added two Tribal Representative members to the NSV IRWUM Board and
states that each County and Tribes shall appoint at least one alternate member; and
WHEREAS, Resolution No. 10-1.3.5 has specified the criteria for the appointment and tenure of three Butte County
members on the NSV IRWVM Board.
WHEREAS, change to the bylaws creates the need to revise the criteria for Butte County appointment of two
members and an alternate to the NSV IRWu'M Board; and
WHEREAS, the Board of Supervisors has reviewed and supports the recommendations brought forward by the
Butte County Water Commission regarding the Butte County appointments to the NSV IRWWM Board.
NOW, THEREFORE, BE IT RESOLVED by the Butte County Board of Supervisors that this resolution will supersede
and replace Resolution No. 10-135; and shall hereby establish criteria for two (2) primary and one (1) alternate
appointments to the NSV IRWVM Board as follows:
1. At least one (1) appointment shall be made from the seated Board of .Supervisors and shall serve at the will
of the Board..
2. One (1) appointment shall be for an alternate member on the NSV IRWVM Board.
3. One (1) at -large appointment shall be a. Butte County resident.
4.. Term of the at -large appointment shall be two years.
5. Appointees may be reappointed for consecutive terms by the Board of Supervisors.
6. At -large appointments to the NSV IRW IVI Board may be removed from service for cause by the Board of
Supervisors.
7. An at -large member with three unexcused absences may be removed from service by the Board of
Supervisors.
