This email from Ruth Sarnoff, a Chico resident of Butte County, is specifically for Butte
County Board of Supervisors (BOS) Public Workshop on Tuesday, 5/25/21, at 9:50 am.
A number of Meetings, Hearings, and Proposal for a Negative Declaration ADs, will also
be referenced. Articles, Letter-to-the-Editor submissions and other relevant documents
will also be referenced.
My first document WATER ASSESSMENT (AUDIT) deals with WATER CRISIS in California. It
includes commentary within the document as a guide. I will place any questions or

We are definitely not in favor of this project. It will ruin the quality of life we moved to this area for in the first
place.
First, an updated EIR must be done for this project.
The traffic alone it will create on Hicks and Garner would be a nightmare. We don’t need more housing in North
Chico, the south end of Chico would be more suitable for any expansion.
This area the way it is with the orchards acts as a recharge zone for the Tuscan Aquifer, to replenish our
groundwater. The paved roads would create runoff into storm drains not allowing any recharge to our precious,
much needed groundwater.
This area is also prone to flooding and any alterations to the hydrology by adding 2,600 homes would be
catastrophic.
We enjoy the rural, peaceful lifestyle of North Chico. This project would utterly ruin this.
Please join me and many of our long time residents in not going forward with this project.

I'd love to support this plan but I have some concerns about traffic on Garner Lane. The
traffic on Garner Lane is intense. The speed limit on Garner is 45- which totally makes sense
if it was still a rural country road, but it is most definitely not that anymore. Cars routinely
drive 55 and above- using Garner as a shortcut of sorts. Semi trucks are seen and heard
multiple times every day. The speed of the vehicles and the rough surface of the road make
the noise level very apparent. I believe that the speed limit of this highly residential road
should be reduced to 35 or even 25 mph.
In readinng the plan, I see a proposed extension to Kity Hawk, and of course the expansion
of Hicks Lane- I'm hoping that these two things AND a reduction in speed on Garner will
help Garner in a positive way. Can you help me understand the impact of the North Chico
Plan on Garner?
