thoughthestategrantof$3Mhasbeenapprovedtobuildit,itwaits
ontheBCBoardofSupervisorstogivetheirdirectionandapproval,
andthatitisn'tontheAgendauntilJuly22.Iunderstandifyoudo
notapproveit,itisdeadfortheforeseeable future.Thatwouldbe
shortsightedandtragic.Pleaseapproveanddirectstafftoproceed
ongettingitbuilt.

Iwasalsochagrinedtolearnthatthewastehaulersarestilldragging
theirfeettoinstallorganiccompostingbinsavailabletoalltheir
customers,eventhoughSB1883finesof$10,000/perdaycanstart
in2022.Ihopethecountyandcitieswillapplytheappropriate
pressuretomakethemcomply.
"InSeptember2016,Gov.JerryBrownsignedSenateBill1383,
requiringorganicwasteinCalifornialandfillstobereducedby50%
by2020and75%by2025.Thisbillisthemostsignificantwaste
reductionmandatetobeadoptedinCaliforniainthelast30years
andfocusesonreducingorganicwastesuchasfoodwaste,green
wasteandpaperproducts.
Thestatemustreduceorganicwastedisposalbymorethan20
milliontonsannuallyby2025.Ontopoftheserequirements,SB
1383mandatesthatby2025atleast20%ofediblefoodcurrently
senttolandfillsinsteadbecollectedandredistributedforhuman
consumption.Foodwastealonecomprises18%ofwhatwedispose
andcouldbebetterservedtohelpfeedthoseinneed.
CalRecycle isinchargeofadoptingtheregulationssetforthbySB
1383inordertoachievethesetargets,reducemethaneemissions
andsupportthestate’sclimatechangegoalsoverall.Toachieve
thesegoals,it’scrucialforallresidences,businessandlocal,state
andfederalgovernmententitiestoactivelyparticipateinorganic
materialcollectionprograms.
Californiacountiesmustadoptenforceableordinancestoensurethat
allresidentialandcommercialgeneratorsarecompliant.Penalties
fornoncompliancewillbeassessedbyCalRecyclebeginningin
2022andbylocaljurisdictionsby2024."
