Disclosure in tiny print, in Classified ADs in local press, Associated Press (AP) articles, reports from departments, bureaus, agencies and many Planning Commissions in California, & the Chico roceedings provide sources (whats happening). An assessment based on what I can piece together quickly is my urgent task. Before I move on to a basic request for the Council to reflect on the seriousness consequences of approving hundreds of contracts when there is acute drought everywhere in California and the summer is likely to bring extreme weather. Adding it all up is different from looking at plans, one at a time. Try touring through all the areas in the weather map. Chico is right in the middle. All the other spots on the th map are Townships, described in detail in the April 20, 4:10pm email. Also, President Biden and Governor Newsom are promoting more money for Infrastructure & Growth. RESOLUTION TO DECLARE A WATER CRISIS AND HALT INFRASTRUCTURE ACTIVITY WHEREAS: Observations on 5/2/21, doing the loop by car from Chico Highway 32 down toLake Almanor (Lake owned by PGE), down Highway 70, and through Paradise. Forests have been cleared all the way up from Chico to Chester going up the Hwy 32. Chester community members say the major industry in their town is logging and WHEREAS: Creek and river flows are extremely low for early May, when they should be raging if we had had at normal winter with snowmelt. Lake Almanor (owned by PGE) is extremely low. The sand bars were exposed in the wetlands and marsh areas and were very dry with a bit of snowpack on the mountains, Paradise Reservoir is extremely low and Feather River is extremely low flow. Extra money for roads by Cal Trans appears to be in the works in the Almanor Lake article 3-9-21 area & a PUBLIC NOTICE in the 5-3- 21 E-R + M- R and WHEREAS: Fish reported dying at Teichert Ponds, by Justin Couchot, jcouchot@chicoer.com (530)896-7720) In paragraph 2 verbatim Manager for Chico and Butte County Linda Herman confirmed the dead fish being reported on the back side of the pond near the fresh water area, saying the fish have succumbed to lack of oxygen in the water due to a thick layer of ash that has formed atop many parts of the pond and WHEREAS: City Council Agenda Report Meeting Date 2/16/21 TO: City Council FROM: Linda Herman, Park & Natural Resources Manager, (896-7241) RE: CONSIDERATION OF RENAMING TEICHERT PONDS AS A PEACE PONDS NATURE AREA ATTACHMENT C TEICHERT PEACE PONDS PROPOSAL Brief History 1960-65-40-acre site mined for gravel to build 99N freeway across Chico. 1965-70-ponds form in excavation abandoned by Teichert Construction Company out of Woodland. Wildlife migrates in cohabitates and evolves, as heavy rains and three springs fill pond #1 rapidly. 1970-79, property is in private ownership, changing ownership frequently with little development. 1979-80 City of Chico builds storm drain concrete entrance to ponds. Original plans were for a separate channel from the ponds to run parallel to freeway emptying into Little Chico Creek, Instead polluted (nitrates, phosphates, and trash) water enters ponds not only from the housing developments next door (Heritage Oaks) but those being built along Bruce Road and the Chico Mall. This influx of polluted water has and continues to affect life in the ponds. Stagnation and eutrophication took place in the summer and flooding in the winter.
