For reference, follow-up items from your letter are summarized below, 1) In view of the limited warning time available to the potential population at risk, particularly if the dams were to fail under sunny day conditions, PG&E should submit justification of the scheduled dates for installing sirens downstream of the dams. PG&E performed a review of the dams where early warning technologies, such as sirens, could potentially improve emergency response time. Installation of sirens requires a multi-year capital project that includes engineering, project management, possible permitting and construction. We grouped the dams by watershed and assigned a priority for each dam based on consequence of failure. The watershed with the most high priority dams was the Drum watershed and it was selected to serve as a pilot watershed to begin the project implementation. In 2021, the plan is Frank L. Blackett, P.E., Regional Engineer July 6, 2021 Page 2 for standards for installation and scoping to occur. In 2022, engineering design and permitting will be performed, and in 2023 construction will take place. The plan and schedule have been developed for each watershed to follow this 3-year cycle of scoping, design/permitting and construction, with the watershed priority based on the accumulative priority of the dams within each watershed. PG&E also notes that in addition to the plans for siren installation, we have taken measures for public education and preparedness by installing public safety signage in the downstream reaches, sent annual mailers to residents below time sensitive dams and installed posters at recreation sites for time sensitive sites.
