Board Members,
Last week we received a letter from a law firm inquiring about the North Chico Village Vision Plan, as
well as the City of Chico’s roundabout project. Attached is our response, where we let them know
the status of the North Chico Village Vision Plan, and referring them to the City of Chico for their
questions on the roundabout project.

RE:Eaton Road Roundabout/North Chico Specific Plan
The County has received your letter dated July 9, 2021 regarding Eaton Road Roundabout/North
Chico Village Specific Plan. ButteCounty completed the North Chico Village VisionPlanthat is a
portion the North Chico Specific Plan(approved in 1995) by Board of Supervisors action on May 25,
2021.The Village Vision is not a land use entitlement or a specific plan amendment. The Village
Vision is one stage of what may be a larger planning effort to examine an update to the North Chico
Specific Plan.
Your client’s consultant, NorthStar Engineering,raised a number of concerns including the City of
Chico’s roundabout before the Board of Supervisorsin a letter dated May 21, 2021.The Board of
Supervisors considered that input in addition to the staff report and presentation; public comment
including your client’s representatives; and related deliberation in its direction to staff on May 25,
2021in accepting the Village VisionPlan.
ButteCounty has a number of County-initiated land use planning efforts underway including, but not
limited to, the Butte County General Plan 2040 update, Butte County Climate Action Plan Update,
and the Upper Ridge Community Plan.The work program for any potential updates(including the
May 25, 2021 Board of Supervisors direction to staff)to the North Chico Specific Plan has not been
set. The City of Chico is the authority on the Eaton Road Roundabout infrastructure, fundingand
timelines. Anyquestionsregarding the background on the roundaboutshould be directed to the City
of Chico.
