Good morning members of the Board,
I wanted to share an update with you about our ongoing efforts to get a Rural Psychiatric Residency
program started in Butte County. The email below shows a summary of the efforts to make this
project come to fruition. You can read the summary or else watch a video overview. If you don’t
have time to either just know BCBH is working in partnership with multiple providers in the
community to make this program happen. Assuming we can meet the tight timelines to get hire
critical staff and to get accredited we are hoping to see our first Psychiatric residents begin their
rotations in the summer of 2023.
A successful Residency Program typically retains at least 50% of the residents who choose to stay
where they practiced. This will allow Butte to begin to rebuild a network of critical providers that we
have lost over the past 10 years.

Above is a link to a 30 minute video I recorded last week which provides a comprehensive overview
of our GME efforts. A quick summary of the highlights are as follows:
Healthy Rural CA submitted the Sponsoring Institution application to ACGME on July 1.
We now pivot to the Psychiatry Residency application. We have had many discussions over
the past 2 years and this is the time when affiliation agreements with clinical facilities and
academic institutions will need to be finalized. Please let me know if Dr. Zwerdling, DIO, and I
can meet with anyone on your team to help everyone understand next steps.
We are finalizing the Psychiatry Program Director job description to conduct a nationwide
search.
The program director position is .8 FTE administrative work to be funded by Healthy Rural
California.
The GME Committee finalized our policy binder and we will share that soon on our web page
below, which also lists our GMEC members.
Healthy Rural California has Program Letters of Agreement from Ampla Health, Northern
Valley Indian Health, Therapeutic Solutions and Behavioral Health Butte County. We are so
very grateful for these letters which help us apply to ACGME, and are foundational to the
Psychiatry Residency application we turn to next. All are welcome to the table.
I will share the GME Committee's final policy binder soon as well as recording of Dr. Zwerdling
detailing these policies and ACGME's expectations of all clinical facilities we partner with
through our accredited programs.
We seek a minimum of $500,000 by September 2021 in order for us to reach accreditation of
the Psychiatry Residency Consortium by end of 2022
We plan to participate in Match Day 2023 with the first 4 cohort of Psychiatry Residents
arriving in Northern Butte County by summer 2023. A total of 16 residents will rotate to
clinical facilities affiliated with Healthy Rural California.
Both our GME efforts and the proposed Health and Technology Education Center are being
included in a regional, 3-county strategy for Butte, Glenn and Tehama counties. If you are
interested in reading the Feasibility Study report for this building which was produced last
April, please let me know and I'll send you the PDF.
Healthy Rural California will apply for a HRSA grant that will provide technical support for
launching a Family Medicine residency with an FQHC, which was just announced yesterday.
On behalf of Dr. Theodore Zwerdilng, DIO, and the GME Committee, we thank everyone who has
helped us get to where we are today. A huge thank you to North Valley Community Foundation for
supporting both the Psychiatry Residency Feasibility study last year, and the launch of the GME
Committee so that we can reach accreditation and the OSPHD WET PECE award.
A special welcome to Dr. Erik Petersen, the new Medical Director at Behavioral Health Butte County,
our key partner in this massive effort.
