Before the Board of Supervisors County of Butte,
State of California
In the matter of:
A Resolution Proclaiming the Termination of the Local Emergency and
Local Public Health Emergency in Response to COVID-19
Resolution No: BACKGROUND
On March 6, 2020, this Board adopted a Resolution ratifying a Local
Emergency and Local Health Emergency due to Covid-19. With the Local
Emergency in place the County was eligible for Coronavirus Relief Funds
(CARES). As a requirement to receive and use federal CARES the County
was required to submit a certificate to the State of California attesting that
the County would adhere to the Governor’s Executive Order
N-33-20 and other subsequent orders, directives, or guidance related to
COVID-19. With the creation of the Butte County
___________________________ program the County dedicated over
_______________________of its CARES funding to assist small
businesses and non-profits with their COVID-19 related needs.
At this time, Butte County has received and spent all CARES funds
according to the guidance provided. The County spent all funds
______________________________ and has filed periodic reports
detailing full use of CARES funds. Having met all the requirements
detailed in the certification, therefore, may terminate the Local
Emergency.
FISCAL IMPACT:
There is no fiscal impact to the County from the proposed action.
WHEREAS, on March 3, 2020, the Director of Emergency Services
proclaimed the COVID-19 pandemic to be a local emergency pursuant to
the California Emergency Services Act, Government Code Section 8630
et. Seq.; and
WHEREAS, on March 6, 2020, the Board of Supervisors adopted
Resolution NO. _______________________ ratifying the existence of
said local emergency; and
WHEREAS, Government Code Section 8630(d) requires the governing
body to proclaim the termination of the local emergency at the earliest
possible date that conditions warrant; and
WHEREAS, the Governor of the State of California has terminated the
executive orders that put into place the Stay at Home Order and the
Blueprint for a Safer Economy as of June 14, 2021; and
WHEREAS, based on the State’s actions and local COVID-19 statistics,
the Board of Supervisors now finds that conditions warrant the termination
of the local emergency proclaimed by the Director of Emergency Services
on March 3, 2020 and ratified by the Board of Supervisors on March 6,
2020 regarding COVID-19.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
SUPERVISORS OF THE COUNTY OF BUTTE that the Board proclaims
the termination of the local emergency in Butte County regarding COVID-
19.
NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE BOARD
OF SUPERVISORS OF THE COUNTY OF BUTTE that Resolution NO.
_____________________ is rescinded in its entirety.
NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE BOARD
OF SUPERVISORS OF THE COUNTY OF BUTTE that this resolution
shall be effective immediately upon adoption.
