ProtocolstotheSchoolDistrictsandParentsofStudents
ResolutionNo:
WHEREAS,theWorldHealthOrganization(“WHO”)andUNICEFbothstatethat
children5yearsandundershouldnotberequiredtowearmasks,andadvisethat
decisionswhethertoimposeamaskrequirementuponchildren6-11shouldbemade
basedonseveralfactors,includingtheimpactofwearingamaskonachild’s
psychosocialdevelopment;and
WHEREAS,theWHOalsorecommendsagainstchildrenwearingmasksduringexercise
orplay,asitaccuratelyrecognizesthatmaskscanbeharmfulbecausetheycompromise
achild’sabilitytobreathe,and
WHEREAS,recentstudieshaveshownthatrepeatedexposuretomaskwearingover
longerperiodscanbemeasurablyharmful;and
WHEREAS,numerousstudieshaveshownthatchildrenarelesslikelytotransmitand
lesslikelytogetsymptomaticCOVID-19thanadults;and
WHEREAS,childrendonottypicallyspreadCOVID-19,evenwithoutmasksand
teachersarenomorelikelytobehospitalizedduetoCOVID-19thaninother
occupations;and
WHEREAS,theabilitytosee,appreciate,andcommunicatethroughfacialexpressions
iscrucialtoachild’ssocialdevelopment,mentalhealth,physicalwell-being;and
WHEREAS,comparedwith2019,theproportionofmentalhealthreportedbythe
UnitedStatesCentersforDiseaseControlbeginninginApril2020-relatedvisitsfor
childrenaged5-11and12-17yearsincreasedapproximately24%and31%,
respectively;and
WHEREAS,themajorityofadultsandchildrenover12yearsold-includingthoseat
highriskofadverseoutcomesfromCOVID-19havehadampleopportunitytoget
vaccinated;and
WHEREAS,manyhighlycredentialed,well-respectedmedicalprofessionalshave
recentlyandpubliclyadvocatedfortheuniversaleliminationofmaskmandatesfor
children,
NOW,THEREFORE,BEITRESOLVEDBYTHEBUTTECOUNTYBOARDOF
SUPERVISORSthattheButteCountyBoardofSupervisorsestablishesthefollowing
goals:
-AssistinthereturnofgoverningpowerforschoolsafetyprotocolstotheSchool
Districtsthemselvesand
-ParentalChoiceformaskingandvaccinatingtheirchildren
BEITFURTHERRESOLVEDthattheButteCountyBoardofSupervisorscontinue
theircommitmenttoassistingthelocalschooldistrictsingivingstudentsanopportunity
toreturntonormalcyintheclassroom,includingoptionalfacecoveringsandremovalof
discriminatoryvaccinationstatuspractices.
BEITFURTHERRESOLVEDthattheButteCountyBoardofSupervisorswillseekout
theassistanceofanyandallgovernmentagenciesinvolvedinthedecisionsregarding
safetyprotocolsintheschool,specificallyrequestingassistancetomakemasksoptional
andrelinquishingsafetyprotocoldecisionmakingpowertotheschooldistrictsand
parentsofstudents.
