ResolutionNo:BACKGROUND
OnMarch6,2020,thisBoardadoptedaResolutionratifyingaLocal
EmergencyandLocalHealthEmergencyduetoCovid-19.WiththeLocal
EmergencyinplacetheCountywaseligibleforCoronavirusReliefFunds
(CARES).AsarequirementtoreceiveandusefederalCAREStheCountywas
requiredtosubmitacertificatetotheStateofCaliforniaattestingthatthe
CountywouldadheretotheGovernor’sExecutiveOrder
N-33-20andothersubsequentorders,directives,orguidancerelatedto
COVID-19.WiththecreationoftheButteCounty
___________________________programtheCountydedicatedover
_______________________ofitsCARESfundingtoassistsmallbusinesses
andnon-profitswiththeirCOVID-19relatedneeds.
Atthistime,ButteCountyhasreceivedandspentallCARESfundsaccording
totheguidanceprovided.TheCountyspentallfunds
______________________________andhasfiledperiodicreportsdetailing
fulluseofCARESfunds.Havingmetalltherequirementsdetailedinthe
certification,therefore,mayterminatetheLocalEmergency.
FISCALIMPACT:
ThereisnofiscalimpacttotheCountyfromtheproposedaction.
WHEREAS,onMarch3,2020,theDirectorofEmergencyServices
proclaimedtheCOVID-19pandemictobealocalemergencypursuanttothe
CaliforniaEmergencyServicesAct,GovernmentCodeSection8630et.Seq.;
and
WHEREAS,onMarch6,2020,theBoardofSupervisorsadoptedResolution
NO._______________________ratifyingtheexistenceofsaidlocal
emergency;and
WHEREAS,GovernmentCodeSection8630(d)requiresthegoverningbodyto
proclaimtheterminationofthelocalemergencyattheearliestpossibledate
thatconditionswarrant;and
WHEREAS,theGovernoroftheStateofCaliforniahasterminatedthe
executiveordersthatputintoplacetheStayatHomeOrderandtheBlueprint
foraSaferEconomyasofJune14,2021;and
WHEREAS,basedontheState’sactionsandlocalCOVID-19statistics,the
BoardofSupervisorsnowfindsthatconditionswarranttheterminationofthe
localemergencyproclaimedbytheDirectorofEmergencyServicesonMarch
3,2020andratifiedbytheBoardofSupervisorsonMarch6,2020regarding
COVID-19.
NOW,THEREFORE,BEITRESOLVEDBYTHEBOARDOF
SUPERVISORSOFTHECOUNTYOFBUTTEthattheBoardproclaimsthe
terminationofthelocalemergencyinButteCountyregardingCOVID-19.
NOW,THEREFORE,BEITFURTHERRESOLVEDBYTHEBOARDOF
SUPERVISORSOFTHECOUNTYOFBUTTEthatResolutionNO.
_____________________isrescindedinitsentirety.
NOW,THEREFORE,BEITFURTHERRESOLVEDBYTHEBOARDOF
SUPERVISORSOFTHECOUNTYOFBUTTEthatthisresolutionshallbe
effectiveimmediatelyuponadoption.
