Here is another copy of the letter and resolution we sent you. We plead with this board take a
stand against the tyranny we are facing. Please vote, pass, and adopt the four resolutions. I will
forward the other three under separate cover.

Board of Supervisors, Clerk of the Board, Public Record:
We are reaching out to you as very concerned citizens of Butte
County. As you can see our country is being dismantled from within
by our own government. We have presented to you the Butte County
Board of Supervisors on several occasions information as to what is
happening.
We presented AB262, AB 389 and CMS-9115-F to inform you of
vaccine and mobile health units and the authority our HHS will have
over the county and residents. We asked you to protect Butte County
residents with a resolution.
We presented to you information regarding the CalOSHA guidelines,
mobile vaccination units and protecting our children and residents
from forced medical procedures and experimental vaccines. Again,
we asked you to protect Butte County residents with a resolution.
Additionally, we request that Butte County Board of Supervisors
declare Butte County a Constitutional County and Sheriff Kory L.
Honea declares himself a Constitutional Sheriff by way of the below
resolution.
As members of Butte County, the Public would like to request the
earlier three resolutions and the additional Butte County as a
“Constitutional County” resolution be put on the Board’s agenda for
the July 20th Board of Supervisors’ meeting. It is of great interest to
the Public that this board terminate the local health emergency, return
governing power for school Covid safety protocols to the school
districts and parents of children, prohibit establishing a vaccine
requirement or proof of vaccine requirement, and further protect the
residents of Butte County by establishing Butte County a
“Constitutional County”.
We plead with this board to take a stand against the tyranny we are
facing. Please vote, pass, and adopt the four proposed resolutions.

attention to these matters and hearing the voices of your constituents.

Subject:Resolution to Establish Butte County as a
“Constitutional County”
RESOLUTION NO. 2021-XX
A Resolution of the Butte County Board of Supervisors
to establish Butte County as a place where ideals and
spirit of the Declaration of Independence and the letter of
the United States Constitution are respected and strictly
adhered to, referred to in short as a “Constitutional
County”.
WHEREAS the people of these United States and the
State of California are, and have a right to be free and
independent, these rights being derived from the Law of
Nature and Nature’s God; and
WHEREAS among these enumerated and unalienable
rights is the right to keep and bear arms pursuant to
Amendments II and IX of the Bill of Rights; and
WHEREAS these rights are recognized as being
unalienable, and may never be abrogated.
NOW THEREFORE BE IT RESOLVED, by the Board
of Supervisors, County of Butte, State of California, that
it hereby reaffirms the powers not delegated to the
United States by the United States Constitution, nor
prohibited by it to the States, are reserved to the States
respectively, and in particular, to the people.
BE IT FURTHER RESOLVED by the Board of
Supervisors, County of Butte, State of California, that it
shall not recognize any Executive Orders of the President
of the United States, nor the policies or regulations
created by any agency established by the United States
Congress that it deems to supersede or override the
protection of the rights of the people as enumerated in
the Bill of Rights or the United States Constitution.
BE IT FURTHER RESOLVED by the Board of
Supervisors, County of Butte, State of California, that in
order to protect the unalienable rights of the citizens of
Butte County, the following abuses shall never be
allowed nor tolerated within County of Butte County,
State of California:
1.) Executive Orders of the President of the United States
or the Governor of the State of California restricting
citizens from the free exercise of their religion to the
right to freely assemble as guaranteed in Amendment I
of the Bill of Rights, under any circumstances;
2.) Executive Orders of the President of the United States
or the Governor of the State of California depriving its
citizens of life, liberty, or property absent the due
process of law guaranteed in Amendment V of the Bill of
Rights, under any circumstances.
3.) Registration of personal firearms under any
circumstances;
4.) Confiscation of firearms without due process of law
and a constitutionally compliant warrant issued by court
of competent jurisdiction, or respect of any laws that
constructively deprive citizens of the right to keep and
bear arms that they already own;
5.) Audits or searches of a citizen’s personal affairs or
finances absent the due process of law and a
constitutionally compliant warrant issued by the court of
competent jurisdiction;
6.) Searches of the people or their real personal property
without probable cause and a constitutionally compliant
warrant as required by the Amendment IV of the Bill of
Rights issued by a court of competent jurisdiction;
7.) Arrest or detention of any citizens without probable
cause and the due process of law;
8.) Detention or incarceration of any citizen without
charge or due process of law;
9.) Domestic utilization of any of the branches of the
United States military or paramilitary agencies of the
Executive branch, including but not limited to the
Central Intelligence Agency (CIA), the National Security
Agency (NSA), and the Defense Intelligence Agency
(DIA) against citizens; and
10.) Arrest of citizens or seizure of persons or property
or any other action by federal law enforcement not in
compliance with the provisions of the United States
Constitution.
BE IT FURTHER RESOLVED, by the Board of
Supervisors, County of Butte, State of California, that
the Butte County Board of Supervisors proudly joins the
Constitutional Sheriffs and Peace Officers Association
and that the undersigned supervisors do hereby denounce
any acts of the federal government or its agencies that
promote any of the aforementioned practices. All actions
by the federal government and its agents shall conform
strictly and explicitly with the principles expressed by
the United States Constitution, the Declaration of
Independence, and the Bill of Rights.
BE IT FURTHER RESOLVED, by the Board of
Supervisors, County of Butte, State of California, that
federal law enforcement agencies are encouraged to
continue to consult and work closely with local law
enforcement and the District Attorney to insure that the
rights of the people as guaranteed under the United
States and California Constitutions and the Bill of Rights
are protected and preserved from any unlawful
encroachments.
BE IT FURTHER RESOLVED, by the Board of
Supervisors, County of Butte, State of California, that
there is no greater obligation or responsibility of any
government officer than to protect the rights of the
people; and that any conduct contrary to the United
States Constitution, the Declaration of Independence, or
the Bill of Rights is to be considered criminal activity
that shall be prosecuted as appropriate by the office of
the Butte County District Attorney.
