The proposed project is a new site development for a used car sales facility, also known as Highway
Motors, currently located at 2961 Highway 32, #71 Chico CA 95973.
This project will begin with the demolition of the existing onsite vacant house, garage, and barn, in
the near future. Demolition of the existing onsite commercial building currently used as a shoe
repair may occur depending on construction costs. If it is determined that construction costs are
more excessive than originally planned for, this building may be used as a temporary office for the
car sales project.
A 9,600 s.f. new steel building is to be constructed on site. This building will incorporate an
approximate 3,000 s.f. office area, an approximate 6,000 s.f. shop area, and an approximate 600 s.f.
finance office at the lower floor. The second floor will incorporate approximately 3,500 s.f. of
office/storage area.
The lower floor office area will be used for sales and employee meetings. Employee offices, a server
room, a customer waiting room, a kid’s playroom and unisex bathrooms for employees and
customers is also proposed in this area. A customer service center is also proposed in which
customers and clients can drop off vehicles to be serviced. The finance office will be used for
obtaining vehicle financing for new customers and receiving and processing payments from existing
customers.
The shop area itself will be used for the maintenance and servicing of vehicles owned both by
existing customers and Highway Motors vehicle inventory alike. Examples of minor repairs and
maintenance that will take place in this area include safety inspections, brake repairs, tire
replacement, minor interior repairs, computer diagnostics, replacement of failed components and
minor body repair. The shop area will also include a paint prep station for minor paint repairs.
The upstairs office/storage area will be used for storage of files and other business‐related
paperwork, and some private offices not accessible to the public.
Outside the new steel building will be roughly 71,350 s.f. of paved area. This area includes parking
for employees, and parking for Highway Motors vehicle inventory and display. Additionally, there
will be a vehicle stagging area/parking area behind the building that will be used for vehicles waiting
for repairs.
Located around the perimeter of the site and inside and around parking areas will be roughly
20,980 s.f. of landscaped area.
The hours of operation for this facility will be from 9am‐6pm Monday through Saturday and the
number people employed will be 20.
The anticipated number of customers per day is 25‐45.
