SOLAR ENERGY FACILITY PERMIT REQUIREMENTS
1.The solar electric facility shall be limited to ground-mounted systems encompassing less than 15percent of the parcel’s size up to 5-acres, whichever is less.
2.More than 50 percent of the power generated shall be used for on-site primary and accessory uses.Less than 50 percent of the power generated may be used off-site.
3.Photovoltaic panel systems shall meet all applicable performance standards established by theNational Electrical Code, the Institute of Electrical and Electronics Engineers, and the Public
Utilities Commission regarding safety and reliability.
4.Ground-mounted photovoltaic panel systems shall meet all setback areas of the applicable zone.
5.Height, Parcel Size and Setback for ground-mounted photovoltaic panel systems shall be inaccordance with Table 24-157-2 of the Butte County Zoning Ordinance.
6.If the solar energy facility is located on or adjacent to an agricultural zone, the applicant must
acknowledge the County’s Right to Farm Ordiance and shall record a Right to Farm Notice on theirparcel prior to issuance of any building permits.
7.For solar energy facilities in Scenic areas, as designated in the General Plan (Figures COS-7 and
COS-9, Conservation and Open Space Element), efforts shall be made by the owner/applicant, to themaximum extent practicable, to shield the solar energy facility from public view. On-sitetransmission and power lines shall, to the maximum extent practicable, be placed out of sight or
underground.
8. A solar energy facility that ceases to produce electricity on a continuous basis for 24 months shallbe considered abandoned unless the property owner/developer demonstrates by substantial evidencesatisfactory to the Develoment Services Department that there is no intent to abandon the facility.Parcel owners shall remove all equipment and facilities, and restore the site to its original condition,when a facility has been deemed abandoned.
9.This Administrative Permit is valid only when accompanied by a copy of the approved site plan.
10.The Zoning Administrator may revoke its approval of this Administrative Permit, if any of thefollowing applies:
a.The applicant or property owner has altered the circumstances under which the permit was
granted to a degree that one or more of the findings required to grant the original permit can nolonger be made;
b.Permit issuance was based on misrepresentation by the applicant through the omission of amaterial statement in the application;
c.One or more of the permit conditions of approval have not been complied with or fulfilled;
d.The applicant or property owner has failed or refused to allow inspections for compliance;
e.Improvements authorized by the permit are in violation of the Zoning Ordinance or any law,ordinace, regulation, or statute; or
f.The use is being operated in a manner which constitutes a nuisance.

All wiring to conform to 2019 California Building Code
(CBC), 2019 California Fire Code (CFC), 2019 California
Green Building Standards Code & 2019 CEC and 2017 NEC
Article 690 - Solar Photovoltaic System.
Provide ground-fault protection at inverter per NEC 690.5.
Bond all exposed non-current-carying metal parts of PV
system together and to existing building ground per NEC
690V.
Inverter shall be interactive and shall de-energize its output
to the connected electrical production and distribution
network upon loss of voltage in that system and shall
remain in that state until the electrical production and
distribution network voltage has been restored.
Provide labeling of PV system per NEC 690.
Installation shall also conform to NEC Article 705 -
Interconnected Electrical Power Production Sources.
CEC section 690.51/690.53 Provide marking on modules for
(1) open-circuit voltage, (2) operating voltage, (3)
maximum permissible system voltage, (4) operating
current, (5) short-circuit current, (6) maximum power and
at photovoltaic power source (solar string combiners) (1)
operating current (2) operating voltage (3) maximum
system voltage (4) short-circuit current.
SMA AMERICA transformerless inverters utilize a floating DC
array (ungrounded) all wiring to meet the requirements of
NEC 690.35. Overcurrent protection is to be provided in
both positive and negative conductors. Array conductors to
be rated at 600volts and be identified as "PV Wire".
Ground fault protection shall be in both positive and
negative conductors. All junction box, combiner box,
disconnect or other device where energized, ungrounded
circuits may be exposed during service shall have the
following label "WARNING: ELECTRIC SHOCK HAZARD.
THE DC CONDUCTORS OF THIS PHOTOVOLTAIC SYSTEM
ARE UNGROUNDED AND MAY BE ENERGIZED."

Solar System Point of Connection shall be on the line side
of the main service disconnecting means as per NEC 705.12
and 230.82.
Provide Nema-3R, 600A disconnect (Cutler-Hammer
#DH366NRK) with 600A fuses (Littelfuse #KLSR600 or
approved equal).
#10 copper ground will be used in an equipment ground to
connect the module frames. Use only the indicated location
on the module or the warranty may be invalidated. Follow
the rack manufacturer's instructions on bonding of the
module racking.
5/8" x 8'-0" copper clad ground rod with #6 AWG Cu.
conductor landing in an approved lug on the structure per
NEC 690-47(d).
Supplemental Ufer ground to be installed at Panel 'PV'.
Install 20' of #1/O bare copper encased in concrete 36"
below grade. Bond to existing service ground. See Detail
D of sheet E-2.
Solar AC Combiner Panel. Identify with a permanent
placard that it is not to be used for power distribution to
any customer loads.

Solar System Point of Connection shall be on the line side
of the main service disconnecting means as per NEC 705.12
and 230.82.
Provide Nema-3R, 600A disconnect (Cutler-Hammer
#DH366NRK) with 600A fuses (Littelfuse #KLSR600 or
approved equal).
#10 copper ground will be used in an equipment ground to
connect the module frames. Use only the indicated location
on the module or the warranty may be invalidated. Follow
the rack manufacturer's instructions on bonding of the
module racking.
5/8" x 8'-0" copper clad ground rod with #6 AWG Cu.
conductor landing in an approved lug on the structure per
NEC 690-47(d).
Supplemental Ufer ground to be installed at Panel 'PV'.
Install 20' of #1/O bare copper encased in concrete 36"
below grade. Bond to existing service ground. See Detail
D of sheet E-2.
Solar AC Combiner Panel. Identify with a permanent
placard that it is not to be used for power distribution to
any customer loads.
