Hey Christina-
It does look familiar, and this is really intended for the Auditor. You are not alone in asking this
question.
These maintenance areas are essentially assessment districts for levee maintenance by DWR, and
the auditor issues assessments similar to CSAs.
I attached a previous correspondence for some more detail. I am including Shaina here as well to
close the loop.

Yes Radley, I will confirm these are direct assessments requested by DWR. Just like any other direct
assessment from other agencies that want it added to the tax bill. I’ve copied Cathy Moore in case
anyone needs historical data. Radley you’ve done a fine job adding plenty of detail below.

You bet. I am including Graciela to this so she can clarify as needed.
We actually got one of these last year and I dove in back then; I included last year’s letter as an FYI. In
short, these are assessments issued by the Central Valley Flood Protection Board for inclusion into the
tax rolls, for the benefit of maintenance of specific channels for specific fee areas. Essentially, these
function similar to CSA 24, but the State maintains instead of the County. I believe Graciela’s team
places assessments on tax rolls, and her office is copied on the letter.
Taking the opportunity here to share more information on these:
BCPW is considered a Local Maintaining Agency (LMA) just like reclamation districts. Tehama County is
also an LMA for two levees up there. Most others are reclamation districts. On Mud/Sycamore Creeks,
we share maintenance with DWR Sutter Maintenance Yard/ MA 5 in that they maintain the channels,
and BCPW maintains the levees and control structures. There is currently a debate on who is
responsible for sediment removal upstream of the 5-mile gates on Big Chico Creek, which is yet to be
settled.

Here is a really good description of LMAs and facilities in the state plan of flood control (see

DescriptiveDoc-Aug2017-compiled.pdf . For the Maintenance Areas listed in the letter, the
Sutter Maintenance Yard performs maintenance on all of those facilities.
The CVFPB set the expense budgets for these maintenance area back in April, 2021.

heard this item as we had a related item on the agenda. There was a healthy conversation
about budgets and what work was expected from MAs. DWR has interpreted their roles as
minor maintenance only, and no improvements or capital projects are in their current work
plan or appropriations.
